Object Of These Services The Assignment Includes The Integral Guidance, Preparation And Procedural Support Of The Municipal Spatial Policy Plan In Accordance With The Applicable Flemish Regulations. The Contractor Is Responsible For The Substantive, Methodological And Process-Based Elaboration Of The Policy Plan And Guides The Municipal Council Throughout The Entire Process, From The Start-Up Phase To The Final Adoption. Explanation The Assignment Includes The Integral Guidance, Preparation And Procedural Support Of The Municipal Spatial Policy Plan In Accordance With The Applicable Flemish Regulations. The Contractor Is Responsible For The Substantive, Methodological And Process-Based Elaboration Of The Policy Plan And Guides The Municipal Council Throughout The Entire Process, From The Start-Up Phase To The Final Adoption. The Spatial Policy Plan Must Provide Direction For The Future Spatial Development Of The Municipality And Form A Coherent Policy Framework For Dealing With Spatial Issues And Initiatives. The Plan Is Based On A Thorough Analysis Of The Existing Situation, The Spatial Challenges And The Future Development Perspectives Of The Municipality. Special Attention Is Paid To Coordination With Existing Municipal Policy And With Relevant Supra-Local Policy Frameworks At Flemish, Provincial And Inter-Municipal Level. The Spatial Policy Plan Is Being Developed As An Integrated Whole, Consisting Of A Strategic Vision, Three Policy Frameworks And An Action Program. The Strategic Vision Describes The Desired Long-Term Spatial Development Of The Municipality And Formulates The Strategic Objectives And Policy Principles That Guide Future Spatial Choices. The Vision Provides An Answer To The Most Important Spatial Challenges Regarding, Among Other Things, Living, Working, Mobility, Climate Adaptation, Open Space, Nature, Water Management, Facilities And Heritage. The Three Policy Frameworks Further Concretize The Strategic Vision. The Strategic Objectives Are Translated Into Spatial Principles, Policy Choices, Development Perspectives And Assessment Frameworks For Specific Themes, Areas Or Policy Domains. The Policy Frameworks Must Be Sufficiently Concrete To Function As A Guiding Instrument For Future Policy Decisions, Licensing And Spatial Projects. The Action Program Translates The Policy Plan Into An Executable Set Of Actions, Measures And Projects. Priorities Are Determined, Responsible Actors Are Identified And, Where Relevant, Indicative Deadlines, Possible Sources Of Financing And Implementation Instruments Are Described. The Action Program Must Enable The Municipal Council To Realize The Policy Objectives In A Phased And Feasible Manner.
