ty-26-09 Veterinary Guard Tynset Guard District . Descriptionpurpose The Purpose Of The Procurement Is To Cover Tynset Municipalitys Need For The Organization Of Clinical Veterinary Care In Accordance With The Animal Health Personnel Act. The Agreement Must Ensure A Satisfactory Arrangement For Clinical Veterinary Duty In The Duty District, So That Necessary Veterinary Assistance Is Available Outside Normal Working Hours. The Veterinary Guard Is Also Part Of The Preparedness Against Serious Infectious Animal Diseases And Must Contribute To Ensuring Good Animal Welfare. The Municipality Intends To Enter Into An Agreement With Up To Five Veterinarians. One Of The Veterinarians Must Be In Charge. The Person In Charge Of Duty Must Be Responsible For Preparing And Following Up The Duty List And Coordinating The Work Of Obtaining Substitutes In Case Of Short-Term Absences. The Tasks And Powers That Accompany The Role Are Described In More Detail In The Requirements Specification And The Contract. In The Event Of Prolonged Absence Or Lack Of Veterinary Cover, The Municipality Can Carry Out A Supplementary Competition During The Contract Period. Each Offer Must Apply To One Named Veterinarian. If A Supplier Wishes To Offer Several Veterinarians, A Separate Offer Must Be Submitted For Each Veterinarian. Each Offer Will Be Assessed Independently And In Competition With The Other Offers. The Supplier Must Use Its Specialist Knowledge And Competence To Contribute To Ensuring That The Purpose Of The Contract Is Safeguarded Throughout The Entire Contract Period. Scope The Procurement Applies To Veterinary Guard Services Outside Normal Working Hours In The Tynset Guard District. The On-Call Arrangement Must Cover The Whole Year. The Ordinary Arrangement Is Based On One Vet On Duty. During An Annual Lambing Period Of 6 Weeks, There Must Be Two Veterinarians On Duty At The Same Time. The Time For The Period Is Determined By The Municipality In Consultation With The Veterinarians. At Full Staffing, The Ordinary Duty Load Will Be Divided Between Five Veterinarians As A Starting Point. The Specific Duty Distribution Is Determined Through The Duty Schedule. From 1 January 2027, Tynset Municipality Will Pay A Municipal Supplement Corresponding To The State Guard Allowance. The Total Remuneration For Ordinary Guards Thus Amounts To Twice The State Rate Applicable At Any Given Time. The Remuneration During The Lambing Period And Other Provisions On Calculation And Payment Appear In The Contract. If An Appointed Guard Is Left Uncovered And Cannot Be Covered Through A Change Of Guard Or An Approved Substitute, The Other Veterinarians May Be Asked To Take Over The Guard. Taking On Such Extra Shifts Is Voluntary. Extra Shifts In The Event Of A Vacancy Are Remunerated According To The Same Model As Ordinary Shifts. No Separate Supplement Is Given As A Result Of The Vacancy. The Vet In Charge Of Duty Receives The Entire Annual State Administration Grant Awarded To Tynset Municipality For The Duty Scheme. The Grant Is Paid To The Duty Officer From 2027 In Accordance With The Municipal Councils Decision. The Remuneration Follows The Government Award And Can Therefore Be Changed During The Contract Period. Operating Subsidies Are Not Included In The Agreement From 1 January 2027. The Contract Contains Requirements For Wages And Working Conditions According To Section 5 E Of The Procurement Act. The Scope Is Described In More Detail In The Specification Of Requirements And The Contract.
