Work Detail
Expression of Interest for External Examiners and Markers. Location: kigali Deadline: Friday, 06/11/2026 17:00 1. BACKGROUND The Institute of Certified Public Accountants of Rwanda (ICPAR) is mandated by Law No. 11/2008 of 06/05/2008 to regulate and grow the accountancy profession in Rwanda and to safeguard the public interest. ICPAR administers two professional qualifications: the Certified Public Accountant (CPA) and the Certified Accounting Technician (CAT). Examinations for both CPA and CAT are conducted four times annually, in February, May, August and November, at designated centres across Rwanda. In addition, there are two CAT sittings, in June and September, under the CAT initiative in high schools. ICPAR is a member of the International Federation of Accountants (IFAC) and the Pan African Federation of Accountants (PAFA), and aligns its education and assessment processes with the International Education Standards (IES). ICPAR now invites expressions of interest from suitably qualified and experienced individuals to join its pool of External Examiners and Markers for the CPA and CAT examination series. 2. OBJECTIF OF THE ASSIGNMENT The objective of this process is to identify and establish a pool of External Examiners and Markers who will set, review and mark ICPAR examination papers, ensuring the integrity, consistency, fairness and international comparability of the CPA and CAT examinations. 3. KEY RESPONSIBILITIES As an External Examiner: Develop and set examination papers, marking guides and suggested solutions in accordance with the ICPAR syllabus, examination standards and international best practice. Review draft examination questions, marking schemes and supporting materials before release. Submit a written External Examiner report for each examination diet, with observations and recommendations for improvement. Participate in examination boards or moderation panels, virtually or in person, as required. As a Marker: Mark candidates scripts accurately and consistently in line with the approved marking guide. Attend marking coordination and standardisation sessions organised by ICPAR. Complete marking within the agreed schedule and submit mark sheets and marking reports as required. Flag scripts that raise concerns, including suspected malpractice, to the Examinations Manager. In both roles: Maintain strict confidentiality, independence and impartiality throughout the examination process. Adhere to timelines and quality standards agreed with ICPARs Education Development Services (EDS) Department. 4. MINIMUM REQUIREMENTS The suitable candidate should, at the minimum, meet the following requirements: Two (2) years of experience as a tutor at an accredited tuition provider, or an ICPAR graduate with at least 60 marks in the course(s) he or she is applying for. Hold a recognised professional qualification (e.g. CPA, ACCA, CIMA or equivalent) relevant to the course(s) applied for. Be a member in good standing of ICPAR or another recognised professional body (or of the Rwanda Bar Association for law-related courses). Demonstrate sound knowledge of the ICPAR syllabus for the course(s) applied for. Demonstrate professional integrity, confidentiality and the ability to work within strict deadlines. 5. ADDED ADVANTAGES Previous experience as an examiner, moderator or marker for a professional body or university. At least three (3) years of cumulative experience in professional training or practice in the area of specialisation. Proficiency in computer-based assessment or on-screen marking. 6. COURSES TO APPLY FOR Each applicant shall clearly indicate the course(s) he or she is applying for, to a maximum of two (2) courses, by stating the course name and level (CPA or CAT) in the application letter. Applications that do not indicate the course(s), or that indicate more than two courses, will not be considered. 7. DURATION AND WORKING ARRANGEMENTS Successful applicants will form part of a pool of External Examiners and Markers who may be called upon per examination diet for the foreseeable future. The engagement is on a part-time consultancy basis; both national and international applicants are welcome, subject to meeting the requirements. External Examiners and Markers will support the Education Development Services (EDS) Department and report to the Director of EDS through the Examinations Manager. Remuneration and timelines will be communicated per course and per diet, in line with ICPARs approved rates and policies. 8. ETHICS, CONFIDENTIALITY AND CONFLICTS OF INTEREST All examination materials, scripts and marking information are confidential and must not be disclosed to unauthorised parties. Applicants must declare any real or perceived conflict of interest, such as affiliation with a tuition provider or a close relationship with a candidate. Breach of confidentiality or failure to disclose a conflict of interest will result in removal from the pool and any other measures provided for in ICPAR policy. 9. HOW TO APPLY Interested individuals should submit the following documents: An application letter addressed to the Chief Executive Officer of ICPAR, clearly indicating the course(s) applied for (maximum two) and the role(s) of interest (External Examiner, Marker or both). A detailed Curriculum Vitae (CV) with contact details and relevant teaching, examining or marking experience. Proof of tutoring experience (a letter or certificate from the accredited tuition provider confirming at least two years of tutoring), or, for ICPAR graduates, an ICPAR transcript or results statement showing at least 60 marks in the course(s) applied for. Copies of relevant academic and professional certificates. Proof of membership in good standing with ICPAR or another recognised professional body. Applications should be sent by email to [email protected] with the subject line Application External Examiner and Marker. Deadline for submission: 6th November 2026 at 17:00 Local Time.
