Work Detail
el-26-12 Concession Agreement Bpa (New Announcement) . Descriptionabout The Procurement Elverum Municipality Will Continue Its User Selection Scheme For User-Directed Personal Assistance (Bpa), And Needs To Enter Into New License Contracts With Suppliers Who Can Deliver Bpa Services To Users In The Municipality. Definition Of Terms Bpa: User-Controlled Personal Assistance. An Alternative Way Of Organizing Practical Assistance And Training For People With Disabilities. Bpa Gives People Greater Opportunity To Manage The Services And Everyday Life Themselves. Service Concession: A Concession Contract Is A Service Contract Where The Remuneration Consists Either Exclusively Of The Right To Use The Services Or Such A Right Together With Payment, And Where The Operating Risk Is Transferred From The Client To The Supplier, Cf. Regulations On Concession Contracts. User Choice Scheme: Users Choose Which Provider They Want To Perform The Service. The Health And Care Services Act Of 24/06/2011 No. 30: Applicable From 01/01/2012. Authority For Awarding Bpa, Together With The Patient And User Rights Act Of 02.07.1999. Short About The Acquisition Elverum Municipality Will Continue The User Selection Scheme For Bpa. This Means That Users Who Have A Decision On Bpa Can Choose Between Private Suppliers Who Have Been Granted A Licence. Elverum Municipality Therefore Invites Suppliers To Apply For The Award Of A License For The Supply Of Bpa Services To Users In The Municipality. The Scheme Means That The Municipality Approves Suppliers Who Meet The Requirements Of The Competition. Users Then Choose A Supplier From Among The Approved Suppliers. The Concession Award Will Result In New Contracts Being Entered Into With Suppliers Of Bpa. In The Period June 2025 To May 2026, Elverum Municipality Has Used Approx. Nok 61 Million To Bpa. This Corresponds To Approximately 115,100 User Hours Per Year, Divided Into Approx. 44 Users. However, It Is Pointed Out That The Client Does Not Commit To Any Specific Volume, As Changes In Needs, Budget And Routines Can Affect The Total Volume. About The Service Concession Scheme The Purpose Of The Service Concession Scheme Is To Facilitate Users Of Bpa To Have A Real Choice According To Which Suppliers They Want To Perform The Services (User Choice). At The Same Time, The Scheme Will Help To Ensure That Users Receive The Help They Are Entitled To Under The Health And Care Services Act And The Patient And User Rights Act. A Service Concession Scheme Is An Administrative Award Where The Client Sets Conditions For Approving Suppliers. The Scheme Works So That Suppliers Who Meet Given Service License Conditions Upon Application Are Given The Right To Offer Bpa In Elverum Municipality. The Operational Risk Lies Entirely With The Supplier. The Remuneration Consists Of The Right To Deliver The Service And Receive Remuneration For This. The Client Determines Which Price Shall Apply To The Service, Cf. General Contract Terms. The Following Applies To The Scheme: Any Supplier Who Meets The License Conditions And Minimum Requirements Will Have Their Application For A License Granted. A Supplier Who Has Been Granted A License Will Be Able To Supply Services To Users Who Choose The Relevant Supplier Through User Selection. There Is No Purchase Obligation For Elverum Municipality. Equal Conditions Apply To Suppliers Both In The Process Leading Up To And In The Service Concession Scheme Itself. See Requirement Specification And Attached Competition Basis For Further Information.
