The Functional Ability And Participation Support Service For Working-Age People Is A Goal-Oriented Service Package In Accordance With The Social Welfare Act, The Purpose Of Which Is To Strengthen A Persons Independent Survival, Social Interaction And Opportunities To Participate In Societys Activities. The Service Is Intended For People Whose Ability To Function Has Limitations And Barriers To Participation, And They Are Unable To Participate In Other Public Employment Services. Functional Ability Has Decreased Due To Disability, Illness Or Other Life Situation In A Way That Prevents The Realization Of Equal Participation. The Provider Must Offer The Customer A Workplace, Including Suitable Work Tasks, The Necessary Guidance And Equipment, And Safe Work Spaces. In The Proposed Legislation (He180/2026 Vp, Detailed Justifications Of Section 17 Of The Social Welfare Act), The Possibility Of Producing Work Activities In The Welfare Area Would Not Be Tied To The Legal Form Of The Service Provider. Instead, The Same Goal Would Be Achieved By Regulating The Boundary Conditions For The Implementation Of Work Activities. The Decisive Factor In The Assessment Would Therefore Not Be Whether The Welfare Area, Association, Foundation Or Company Produces The Work Activity, But Whether The Work Activity Is Used To Replace Work Or Service That Would Otherwise Be Performed For A Fee. According To The Current Estimate, The Law Is Supposed To Enter Into Force On January 1, 2027. If The Content Of The Law, The Date Of Entry Into Force, Or Another Matter That Significantly Affects The Execution Of The Procurement Changes During The Procurement Procedure Or Before The Start Of The Contract Period, The Customer Has The Right To Suspend The Procurement Procedure, Change The Procurement Documents Within The Limits Allowed By The Procurement Legislation, Or Make Another Solution Required By The Situation. Agreements Are Drawn Up And Signed After The Law Is Approved.
