Request for proposals for Design of the National Pensions Data Bank for the Pensions Sector in Ghana (Phase One: Diagnostic Assessment, System Specification and Procurement Preparation) The Services will involve: i. Conducting a comprehensive diagnostic assessment of existing pension data flows, reporting arrangements and supervisory processes across Ghanas pensions ecosystem ii. Undertaking a legal and regulatory diagnostic to map the current legislative framework, assess its effectiveness and identify areas requiring new provisions or amendments iii. Engaging the Authoritys departments, the Social Security and National Insurance Trust, corporate trustees, pension fund managers, custodians and other ecosystem actors to validate findings and inform the design iv. Developing the conceptual framework, design principles, functional requirements and technical specifications for the Data Bank v. Designing the data architecture, interoperability standards, identifier strategy and integration requirements needed to support a unified information environment vi. Preparing a sequenced implementation roadmap to guide subsequent development, procurement and deployment activities; and vii. Developing comprehensive procurement documentation, including a detailed Request for Proposals, to support competitive sourcing and vendor selection for Phase Two The Assignment forms part of ongoing efforts to strengthen supervisory capacity, enhance data governance and modernise pension information management across Ghanas pensions ecosystem.
