Framework Agreement For Interpreting Services . Descriptionbackground Innherred Procurement Ko Is A Municipal Task Partnership Between 11 Municipalities In Innherred And Namdalen In Trøndelag. The Purpose Is To Carry Out Rational, Responsible And Efficient Procurement On Behalf Of The Participating Municipalities. Inderøy Municipality Is An Office Municipality And Formal Employer For Employees In The Collaboration. At The Start Of The Agreement, The Framework Agreement Shall Cover Nine Municipalities: Levanger, Verdal, Inderøy, Steinkjer, Snåsa, Grong, Lierne, Røyrvik And Høylandet. Namsos, Flatanger And Trøndelag County Council Shall Have The Option To Accede To The Agreement After The Expiry Of Their Existing Agreements. Current Situation, Scope Of Agreement And Option Participants There Is Currently A Framework Agreement For Interpreting Services For Snåsa, Steinkjer, Inderøy, Verdal And Levanger. The Agreement Expires On 30 November 2026. For These Municipalities, A Total Of 9,247 Interpreting Assignments Were Registered In 2025, Of Which 9,168 Telephone Interpreting, 67 Video Interpreting And 12 Attendance Interpreting. The Statistics Form The Basis For Estimating The Scope Of The New Agreement. Since Todays Agreement Was Established In 2022, Six Municipalities In Namdalen Have Become Part Of Innherred Anskaflen Ko: Grong, Lierne, Røyrvik, Høylandet, Namsos And Flatanger. The Client Does Not Have Corresponding Detailed Statistics For These Six Municipalities. Based On Available Ratios, The Need Is Estimated At Around 3,000 Interpreting Assignments Annually. The Distribution Between Telephone, Video And Attendance Interpretation Is Mainly Assumed To Be Comparable To The Historical Distribution In The Innherred Municipalities. The Estimate Is Uncertain And Not Binding For Future Withdrawals. Grong, Lierne, Røyrvik And Høylandet Are Covered By The New Framework Agreement From The Start Of The Agreement. Namsos And Flatanger Have Their Own Framework Agreement For Interpreting Services Until 20 August 2027, And Must Therefore Have The Option To Join The New Agreement After The Expiry Of This Agreement. The Bulk Of Attendance Assignments Were Linked To Sør-Trøndelag, And It Is Assumed That A Significant Proportion Concerns The Trondheim Area. Attendance Assignments Can Also Occur At The County Councils Businesses Elsewhere In Trøndelag. In The Case Of Attendance Interpreting, The Supplier Must Anticipate Assignments In Innherred, Namdalen, The Trondheim Area And Other Parts Of Trøndelag, Depending On The Needs Of The Parties To The Agreement. The Agreement Shall Cover Ongoing Needs For Telephone Interpreting, Video Interpreting, Attendance Interpreting And Written Translations, Both Planned And Urgent Assignments. A Large Proportion Of The Assignments Are Expected To Concern Telephone And Video Interpreting. The Services Will Be Used In Ordinary Municipal And County Municipal Services, Including In Health And Care Services, Child Protection, Nav, Refugee Services, Adult Education, Schools, Kindergartens And Other Public Service Areas. The Need Will Vary With Regard To Language, Scope, Time, Geographical Location And Which Form Of Interpretation Is Most Suitable. The Supplier Must Have Sufficient Capacity And Language Coverage To Handle A Wide And Varied Need, Also At Short Notice. The Agreement Will Serve Many Customers Across Municipalities, Businesses And Service Areas, And There Are Therefore High Requirements For Delivery Capability, Availability, Quality And Effective Solutions For Ordering And Follow-Up. The Delivery Must At All Times Be In Accordance With The Interpreters Act And Associated Regulations. The Client Attaches Great Importance To The Use Of Qualified Interpreters, And That The Best Qualified Available Interpreters Are Offered For Each Assignment Based On The Qualification Categories In The National Register Of Interpreters. The Framework Agreement Shall Contribute To Predictable And Efficient Access To High-Quality Interpreting Services, As Well As Facilitate Uniform Ordering Routines, Good Follow-Up And A Better Overview Of The Use Of The Services Across The Agreement Participants.
