The Object Of The Procurement Is The Rehabilitation Service Organized For Individual Clients Of The National Pension Service (Kela), Professional Coaching Of A Young Person Receiving Rehabilitation Support, And Its Development. This Request For Tender Concerns The Service To Be Tendered For The Northern Finland Region. The Procured Service Is Part Of The Rehabilitation Development Project For Those Receiving Rehabilitation Support, Which Will Be Implemented In 2025-2028. The Project Creates A New Individual Professional Rehabilitation Service For Customers Who Receive Rehabilitation Support Only From Kela. The Target Group Of Vocational Coaching For Young People Receiving Rehabilitation Support Is A Client Aged 18-29 Whose Illness Or Injury Has Caused Or Is Estimated To Cause A Substantial Impairment Of The Clients Ability To Work Or Study And Earn In The Next Few Years, In Accordance With Section 6 Of The Kela Rehabilitation Act (National Pension Services Rehabilitation Benefits And Rehabilitation Cash Benefits Act 566/2005). The Customer Has Been Granted A Rehabilitation Allowance Paid By Kela, Which The Customer Has Received For Less Than 2 Years. The Clients Ability To Work And Function Is Estimated To Be Restored With Appropriate Treatment And/Or Rehabilitation. The Goal Of The Coaching Is To Activate The Client To Move From Rehabilitation Support To Studies, Working Life Or Other Rehabilitation Services. Vocational Training Of A Young Person Receiving Rehabilitation Support Is Implemented As Individual Rehabilitation. The Training Is Carried Out By A Coach And Includes Both Face-To-Face Rehabilitation And Remote Rehabilitation. The Service Includes Meetings, Some Of Which Can Be Implemented As Video Calls, In Addition, The Service Includes Online Rehabilitation And Network Work. The Service Is Implemented According To The Following Service Description (In Force From 1 April 2027): - Vocational Coaching Of A Young Person Receiving Rehabilitation Support, A Combination Of Face-To-Face And Remote Rehabilitation. Kelas Rehabilitation Service Description And Its Appendices (1-4) Define The Content Of The Rehabilitation Organized By Kela And Its Quality Requirements. The Service Description And Its Appendices Are Applied Simultaneously In The Implementation Of The Rehabilitation Organized By Kela. However, The Service Description Always Takes Precedence Over The Attachments. The Service Provider Must Follow The Instructions Published On Kelas Website Under Partners / Rehabilitation Services / Instructions For The Service Provider, Which Are Binding As Part Of The Implementation Of The Service. The Aforementioned Service Description And Its Appendices Are Referred To Below In This Call For Tenders As The Rehabilitation Service Description. The Provider Undertakes To Comply With The Rehabilitation Service Description Throughout The Contract Period. Procurement Is Done Regionally, Also Taking Into Account The Perspective Of Geographical Coverage In Order To Secure Regional Service Needs. The Northern Finland Region Is Divided Into Two Smaller Regions A And B. The Selection Of Young Vocational Training Service Providers Receiving Rehabilitation Support To Be Procured In The Northern Finland Region And The Estimated Number Of Clients Are Described In Appendix 3 Framework Arrangement Of The Request For Tenders.
