The Procurer Started This Competitive Dialogue With The Aim Of Finding The Most Appropriate Way To Best Meet The Needs Of Se Within The Project Modernization Of The Sorr, Sis And Cpl Security Systems. 5.2. The Procurer Determines The Following Main Needs And Requirements For The Competitive Dialogue: 5.2.1. To Ensure The Modernization Of Safety Systems In A Way That Minimizes Interventions In The Operation Of The Units And The Negative Impact On Planned Shutdowns, And At The Same Time Ensures A Clear Definition Of The Interfaces Of The Modernized Systems To The Existing Systems Of The Power Plant; 5.2.3. Ensure That The Proposed Technical Solution Is Technically, Operationally And Licensing Feasible, Takes Into Account The Existing Project, Operational And Licensing Base Of Emo12 Blocks And Is In Accordance With The Requirements Of The Purchaser, Valid Legal Regulations, Relevant Technical Standards And Requirements Of Nuclear Supervision; 5.2.4. Ensure That The Proposed Solution Is Economically Efficient During The Entire Life Cycle Of The Systems, Including The Costs Of Design, Implementation, Licensing, Operation, Maintenance, Spare Parts And Obsolescence Management; 5.2.5. To Ensure That The Bidders Demonstrate The Feasibility Of The Proposed Solution During The Competitive Dialogue And Create The Documents Necessary To Define The Final Technical, Implementation, Contractual And Business Solution Of The Subject Of The Contract And To Submit The Offer. 5.3. The Procurer Will Gradually Make Available The Assignment (Technical Documents) Necessary For The Preparation And Conduct Of The Competitive Dialogue, Taking Into Account Their Scope And Nature: 5.3.1. When The Competitive Dialogue Was Announced, A Freely Accessible Part Of The Assignment Containing The Basic Technical Specification Was Made Available To The Extent Necessary For Familiarization With The Subject Of The Sd; 5.3.2. After Submission Of The Signed Nda, The Part Of The Assignment Containing The Complete Technical Specification Will Be Made Available; 5.3.3. In The Dialogue Phase, The Remaining Parts Of The Assignment Will Be Gradually Made Available To Bidders, Including Complete Technical Requirements And Available Project, Operational And Technical Documentation; 5.4.
