Work Detail
Custom Software Development Services – Development Of The Funding Information System For Nature Conservation And Natural Climate Protection (Fink). The Federal Agency For Nature Conservation (Bfn) Intends To Use The Fink Funding Information System (Funding Information System For Nature Conservation And Natural Climate Protection) To Build And Further Develop A Central, Cross-Funding Program Specialist Application For Recording, Managing, Linking And Evaluating Funding Project Data. Fink Is Intended To Support The Technical Implementation Of The Funding Programs Of The Natural Climate Protection Action Program (Ank) And The Federal Nature Conservation Fund (Bnf). For This Purpose, The System Brings Together Relevant Project Master Data, Financing Information, Area And Geodata As Well As Monitoring And Indicator Data In A Uniform Data Structure. The Aim Is To Provide A Reliable And Quality-Assured Data Basis For Funding Coordination, Monitoring, Evaluation And Reporting At The Federal Level. The Specialist Application Is Intended To Enable Efficient Research, Linking And Evaluation Of Data Across Funding Programs And Projects. This Includes, In Particular, Flexible Filter And Search Functions, Standardized Data Imports And Interfaces, Technical Validation And Plausibility Checks As Well As The Creation Of Evaluations And Reports. By Integrating Geographical Information Systems (Gis), Funding Areas Should Be Spatially Represented, Analyzed And Linked To Other Geodata. A Special Application Is The Identification Of Spatial And Content-Related Overlaps Of Funding Measures As A Basis For Examining Possible Double Funding. The Technical Implementation Should Be Based On A Powerful, Expandable And Maintainable System Architecture. A Relational Database Based On Postgresql/Postgis, A Web-Based Front End And Suitable Interfaces And Procedures For Data Integration Are Planned. A Role- And Rights-Based Access Concept As Well As Comprehensible Data Checking And Approval Processes Are Intended To Ensure Data Quality, Data Security And Controlled Provision Of Information. Fink Should Be Designed To Be Modular And Scalable So That Additional Funding Programs, Data Sources And Technical Requirements Can Be Gradually Integrated. The System Is Intended To Improve The Bfns Cross-Program Funding Management, Reduce The Effort Required For Manual Data Merging And Create A Reliable Basis For Assessing The Use Of Funds, The Achievement Of Objectives And The Effects Of Funded Nature Conservation And Climate Protection Measures.
