The project aims to strengthen the enabling the business environment as well as the inclusion of women and forcibly displaced persons (FDPs).1 It addresses three areas: (i) the legal and regulatory framework focusing on business entry; (ii) skills development for trainers and entrepreneurs; and (iii) stakeholders capacity to use entrepreneurship data disaggregated by women and men. Its ultimate objective is to support job creation and access to business ownership opportunities for women and FDPs. The project is financed under the PROSPECTS partnership, a multi-year global initiative funded by the Government of the Netherlands and implemented by IFC, ILO, UNHCR, UNICEF, and the World Bank to promote the economic and social inclusion of forcibly displaced persons and host communities. This assignment is part of this broad initiative to strengthen institutional capacity and enhance entrepreneurial skills in Iraq. This TOR reflects two complementary components: (i) Training of Trainers (ToT) within key institutions, and (ii) direct skills development training for female entrepreneurs on business and financial management. The first ToT component targets public and private training units with the objective of strengthening their capacity to deliver high-quality training and support services within the areas of business and financial management. The second component focuses on delivering targeted training to at least 300 female entrepreneurs (including 30% FDPs, of those enrolled in the program) across Iraq with emphasis on business management, digital marketing, financial literacy, and sustainable business practices. This activity will be implemented in collaboration with the International Finance Corporation (IFC). Preparation of both components will take place simultaneously; however, delivery of the training of the second component will take place after the first component. An IFC-accredited Master Trainer (IFC-MT) will be responsible for delivering the training programs under both components. A local firm is sought to provide integrated support for training coordination and implementation; trainer and entrepreneur screening and validation; event logistics; marketing, communications, and digital outreach; video production; translation; printing; and supplier coordination. The firm will work under the guidance of the World Bank Group (WBG) team and IFC-MT to ensure relevant, consistent, and high-quality delivery. 2. OBJECTIVE The objective of this assignment is to provide an integrated package of support to ensure the effective planning, organization, implementation, coordination, and communication of the training program. Provide operational, event logistics, marketing, communication, outreach, video production, translation, printing, and supplier coordination support to ensure the smooth implementation of the program. Design and disseminate a call for applications targeting eligible women entrepreneurs, including FDPs. Monitor the quality of training activities and delivery, ensuring adherence to agreed training standards and providing timely feedback and follow-up where needed. All activities will be carried out in alignment with the program objectives and under the guidance of the WBG team and the IFC-MT. For clarity, this assignment does not include the development of new training content. 3. SCOPE OF WORK AND RESPONSIBILITIES The local firm will perform the following tasks under the technical guidance of the WBG project team through regular alignment meetings. 3.1 Trainer (TOT) and Entrepreneur Screening and Validation The firm shall: Collect and review submitted trainer candidate CVs and application forms (around 150 CVs to be collected), fill in the trainers selection scorecards developed by the WBG to assess qualifications and experience, and develop a shortlist of potential trainers for short interviews. Applicants will be shared by the WBG team through Ministry of Planning (MOP). Conduct structured individual interviews jointly with the TC and the WBG to validate the data in the scorecard and contribute to the final shortlisting, confirming technical capacity and suitability for the ToT program. The estimated number of interviews conducted is 100. Review entrepreneur applications using the WBG scorecard, shortlist candidates, and validate eligibility through at least 50 random screening interviews or relevant database checks. The firm will submit the finalized shortlist to the WBG. Document all ToT and entrepreneur interviews and database review outcomes in a clear, consistent format guided by the WBG. Maintain close and regular communication with the WBG team on the progress of all activities, including sharing interview schedules in advance. The WBG team will oversee the activity and participate in a selected number of interviews. Submit finalized scorecards to the WBG for verification and follow up with applicants when requested by the WBG. 3.2 Preparation and Dissemination of the Call for Applications The firm shall prepare and disseminate the call for applications to reach eligible women entrepreneurs, including FDPs, as follows: Design the call for applications under WBG guidance, specifying the application process, required documents, program benefits, submission mechanism, dissemination and inquiry channels, and application deadline.
