They Look For Private And/Or Public Partners Based On A Ppp Collaboration For Further Investment In And Development Of The Thor Central Building And The Existing Activity Cluster With The Addition Of Overnight Accommodation Options Through A High-Quality Hotel Function And/Or Other Public Functions. They Wish To Offer This To The Market Through A Competitive Procedure With Negotiation. The Procedure Will Take Place In Two Phases: A Selection Phase And An Award Phase (Allocation Round), Followed By An Optional Bafo Phase (Best And Final Offer).
