The Need For This Contract Derives From The Insufficiency Of Material Resources And Adequate Spaces For The Development Of Prevention And Community Intervention Programs In The Las Tablas Neighborhood, A Recently Created Territorial Area That Has A High Concentration Of Adolescent, Young And Elderly Population, Currently Lacking Sufficient Equipment To Offer Alternatives For Healthy, Inclusive Leisure And Community Participation. The Planned Action Is Protected By Law 11/2003, Of March 27, On Social Services Of The Community Of Madrid, Whose Article 31 Attributes To Primary Social Care, Among Other Functions, The Identification And Recruitment Of Populations In A Situation Or Risk Of Exclusion For The Development Of Preventive Actions, As Well As The Execution Of Community Programs Aimed At Social Promotion And The Prevention And Early Detection Of Risk Situations. In This Context, The Provision Of Adequate Spaces Will Allow The Development Of Preventive Actions Aimed At Avoiding Situations Of Social Vulnerability, Especially Among The Adolescent And Youth Population, As Well As Promoting Social Participation And Active Aging Of Older People. The Need To Be Satisfied Is, Therefore, Specified In The Implementation Of Equipment That Allows The Provision Of Said Services And The Development Of Municipal Programs Aimed At The Population Residing In That Neighborhood. The Lack Of Adequate Municipal Facilities To Host These Activities And The Impossibility Of Having New Permanent Equipment In The Short Term, Due To The High Number Of Investment Projects Currently Being Carried Out By The Competent Municipal Services, Make It Necessary To Resort To Immediate Implementation Solutions That Allow The Detected Needs To Be Met As Quickly And Efficiently As Possible. Consequently, The Planned Contracting Constitutes The Most Suitable Means To Guarantee The Provision Of The Planned Public Services And Respond To Existing Needs, In Accordance With The Provisions Of Article 28 Lcsp. Likewise, The Contracting Complies With The Criteria Established In The Municipal Regulations And Instructions On Public Contracting, Justifying The Adequacy Of The Personal And Material Resources Required For The Execution Of The Contract, As Well As Compliance With The Principles Of Effectiveness, Efficiency And Good Administration In The Satisfaction Of The Public Interest Pursued.
