Work Detail
Tenders are invited for Construction of Solar Water Pumping in Anqoun. Closing Date: Friday, 20. Nov 2026 Intervention Sector(s): Water sanitation and hygiene Introduction Oxfam is a global movement of people, working together to end the injustice of poverty through campaigning and responding to the needs of the poor. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and womens rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. Following consultations and discussions with the South Lebanon Water Establishment (SLWE) on requirements to improve the water supply to vulnerable communities, Oxfam with the support of the Italian Agency for Developent Coopertaion (AICS), will install a solar water pumping system and a chlorination system in the pump station located in Anqoun (South Lebanon). The site is located in Anqoun in the South Lebanon Governate, with 33.5034966,35.4262804. The solar PV system will be installed on a land near the pumping station. The design of the solar system is proposed in the proceeding sections to accommodate for the capacity needed to operate the system fully. Project Description The present project concerns the installation of a solar hybrid power system to operate the Anqoun Water Pumping Station located in Anqoun Village Saida District South Lebanon Governorate, under the responsibility of the South Lebanon Water Establishment (SLWE). The pumping station is supplied by a groundwater well of approximately 400 m total depth, equipped with a submersible pump installed at approximately 380 m depth. The pump is driven by a 150 HP motor. Due to the ongoing national electricity shortage and the high cost of diesel fuel, the pumping station currently operates for approximately 2 hours per day only, resulting in severe limitations in water production and service continuity. The hydraulic and mechanical capacity of the system is adequate; however, energy availability remains the main constraint. The project consists of the supply, installation, testing, and commissioning of a ground-mounted solar photovoltaic (PV) system installed on a municipal plot (Lot No. 385) located approximately 150 meters from the pumping station. The PV system shall operate in a hybrid configuration integrating: Solar photovoltaic generation as the primary daytime energy source EDL supply when available Existing diesel generator as backup The system Consists of 345 photovoltaic panels (615 Wp each), arranged in 23 strings of 15 panels per string, with a tilt angle of 30°. The scope includes all associated civil, structural, electrical, and integration works necessary for full operational functionality, including panel mounting structures, cabling, protection systems, control integration, and interconnection to the existing pumping installation. . Project Goals The objectives of the project are as follows: Ensure reliable and sustainable water production for approximately 16,000 beneficiaries currently served by this well. Increase daily pumping hours by utilizing solar energy during daylight periods. Reduce dependence on diesel fuel and mitigate the impact of electricity shortages. Improve operational efficiency and long-term financial sustainability of the pumping station. Reduce operational expenditure related to fuel consumption. Enhance service continuity and water availability for the local population. Provide an environmentally sustainable and renewable energy solution aligned with national and donor priorities. Strengthen resilience of water infrastructure in South Lebanon. How to apply Kinldy follow the insutructions mentioned in the attached Tender Dossier for submission. All required docuemntations must be sumbitted in full. Deadline = 20th of November 2026 (before 5:00 PM) Mandatory Site Visit: 3rd of November 2026.
