Work Detail
Tenders are invited for Colombia - Consulting for the Design of a Communication and Awareness Strategy. Closing Date: 29 Oct 2026 Type: Consultancy 1. COOPI (Cooperazione Internazionale) is an independent, secular Italian humanitarian organization that fights all forms of poverty to improve the world. Founded in 1965, COOPI is now present in 33 countries in Africa, Latin America and the Caribbean, and the Middle East, with both emergency and development projects. Its main institutional funders are the European Union (ECHO and INTPA), UN agencies, the Italian Agency for Development Cooperation (AICS), local authorities, and other European governments. Since 1999, COOPI has been present in Colombia, supporting communities affected by armed conflict and disasters. 2. About the Project As part of its work, COOPI, in consortium with the international organizations FADV, HIAS, and HI, is implementing the project: URABÁ-PAIS: Protection, Humanitarian Assistance, and Socioeconomic Integration for Migrants, Refugees, and Victims of the Conflict in the Department of Antioquia, Colombia, funded by the Italian Agency for Development Cooperation (AICS). The project is being implemented in the Urabá region of Antioquia, specifically in the municipalities of Necoclí, Turbo, and Apartadó. The project aims to contribute to improving the living conditions of the population in transit, local communities affected by the internal armed conflict, and Venezuelan migrants intending to remain permanently, strengthening social cohesion and peaceful coexistence in the border territories of the Gulf of Urabá, Colombia. The main results are framed within: R1. The distribution of humanitarian assistance, R2. The provision of basic health services, and R3. The strengthening of socioeconomic integration and social cohesion among refugees, migrants, victims of armed conflict, and local communities, through the mediation of women and youth, vocational training, integration into the workforce, and actions aimed at promoting peaceful coexistence. As part of R3, the Project has committed to developing a community-based communication strategy that will implement various lines of work to promote key messages and actions that reduce discrimination, xenophobia, and gender-based violence, while simultaneously fostering social integration and community cohesion. In this regard, the project proposes a campaign targeting the intended population as follows: 1. Raising awareness among the general population: The campaign will disseminate key messages through social media platforms such as Instagram, Facebook, TikTok, and community channels, within the framework of the "put yourself in my shoes" strategy. This strategy aims to raise awareness among the general population about the challenges faced by marginalized people and to develop mechanisms for mutual support. The campaign will also be implemented in training programs for children, adolescents, and young adults, as well as for those in training (the projects entrepreneurship schools). 2. Promoting inclusion and diversity: At fairs, meetings, and large-scale events held throughout the project, HI will lead the efforts to disseminate key messages to migrant populations, people with disabilities, and marginalized minorities. 3. Promoting youth participation through the development of audiovisual materials such as podcasts or narrative testimonials related to the campaign themes and within the framework of other cross-cutting project activities, including the "The Decision Is Mine" youth development program. By the end of the project, more than 2,500 people with diverse backgrounds will have been reached, enabling the replication of the messages and best practices derived from the project. 3. Purpose of the Contract: To contract a consulting firm specializing in strategic communication, digital institutional storytelling, and content production to design a communication and awareness campaign focused on preventing discrimination, xenophobia, and gender-based violence, and to produce its content and final materials (digital, audiovisual, and for physical spaces). These materials will be disseminated by COOPI, HI, and the partners of the Urabá País consortium through social media, educational and community spaces, and project events. The campaign aims to contribute to changes in perceptions, attitudes, and practices regarding discrimination, xenophobia, and gender-based violence, promoting narratives of empathy, inclusion, and social cohesion.
