Work Detail
Social Research Services – Open Procedure For Study On Persons Whose Socio-Economic Position Is No Longer Found After Their Unemployment Benefit Expires. The Temporal Limitation Of Unemployment Benefits Will Lead To A Significant Outflow From Unemployment Insurance From 2026. For Some Of Those Involved, Administrative Data Can Be Used To Determine What Socio-Economic Position They Will Subsequently Take: Work, Another Social Security Benefit, Illness/Invalidity, Social Assistance Through The Ocmw Or An Allowance For People With Disabilities. However, For Another Group There Is No Clear View Of The Situation After The End Of The Law. They Disappear From The Usual Administrative Monitoring. The Lack Of A Visible Administrative Process Does Not Necessarily Mean That These People Are Without Means Of Subsistence. Possible Explanations Include Personal Or Household Income From Work, Assets Or Savings, Training Or Guidance, Departure Abroad, A Refused Ocmw Application, Non-Take-Up Or Income/Activities That Cannot Be Determined Through The Available Sources. However, The Fact That A Person No Longer Appears In The Traditional Benefit Streams Does Not Necessarily Mean That This Person Is Without Means Of Subsistence. Possible Explanations Include: - Income From The Persons Own Work; - Income Of Other Family Members As A Result Of Which There Is No Right To A Living Wage; - Temporary Or Uncertain Income; - Having Savings, Real Estate Or Other Means Of Subsistence; - Departure Abroad; - The Lack Of A Permanent Residence; - An Application To A Public Social Welfare Center That Is Refused; - Or Not Applying For Social Rights To Which The Person Might Be Entitled. The Study Should Examine The Size, Profile, Actual Livelihoods, Social Impact And Trajectory Over Time Of This Group. Special Attention Is Paid To People Who Turn To A Public Social Welfare Center But Do Not Receive A Living Wage, To Any Delayed Inflow Into Social Assistance And To People Who Remain Out Of The Picture Even After Additional Data Linking And Field Work. The Study Is Not A General Causal Evaluation Of The Reform, But Does Include, Where Possible, A Limited Comparison Of Relevant Social Indicators Before And After The Loss Of Benefits. The Study Must Ultimately Answer Four Questions: 1. Who Will Disappear From The Known Administrative Systems After The End Of Unemployment Benefits? 2. Why Are These People No Longer Visible? 3. What Means Of Subsistence Do They Actually Have? 4. Is This Disappearance Temporary, Or Will A Group Emerge That Will Remain Outside Employment, Social Security And Social Integration In The Longer Term? The Combination Of Administrative Data Linking, A Targeted Survey And Longitudinal Follow-Up Should Allow These Questions To Be Answered Reliably.
