First: That The Dr. Alfonso Asenjo Neurosurgery Institute Is A National Reference Center For Highly Complex Neurosurgical Pathologies, Part Of The Network Of Public Health Establishments And Since 2010 Has Held The Quality Of A Self-Managed Network Establishment; Second: That The Department Of Medical Equipment, Dependent On The Operations Subdirectorate, Submitted Extraordinary Purchase Request No. 6942 Dated September 25 To Acquire “Clinical Mattresses For Hospital Beds Of The Dr. Alfonso Asenjo Neurosurgery Institute”;Third: That The Required Good Or Service Is Not Available In The Circular Economy Electronic Catalog, In Accordance With The Provisions Of Decree No. 662, Which Approves The Regulation Of The Law On Circular Economy In The Acquisition Of Goods And Services Of State Agencies.”;Fourth: That After Reviewing The Catalog Of Goods And Services Offered In The Public Market Information System, The Absence Of Current Framework Agreements For The Acquisition Mentioned In The Second Considering Clause Has Been Verified; Fifth: That It Is Necessary To Ensure The Transparency Of This Process And To Know The Supply Conditions Prevailing In The Market, Through A Bidding Process To Be Carried Out In The Public Purchasing And Contracting System Established In Law No. 19,886 And Its Regulations;Sixth: That There Are Suppliers In The Market That Meet The Requirements Established In Accordance With The Technical Terms Of Reference Established By The Institute And To Which Access Is Desired; Seventh: That It Has Been Estimated That The Total Amount Of The Acquisition Would Not Exceed 1,000 Utm As The Total Expense Of The Contract, And That, Having Reviewed The Available Budget, The Institute Has The Necessary Resources To Finance Said Process And In Use Of The Powers That Are My Own, I Dictate The Following:
