Work Detail
Request for proposals for Consultant for Emergency Response Surge Capacity and Workforce Readiness. Scope of Work: This consultancy will mainly support STRIDES Ebola preparedness and response work. Its aim is to help country teams build the surge capacity and workforce readiness they need to detect, investigate and contain Ebola introductions, especially in countries at risk of importation from affected areas. The consultant will develop and adapt a standardized suite of Ebola-focused training materials, job aids, standard operating procedures (SOPs) and digital tools that country teams can use to build and sustain this capacity. The work will start with a review of what already exists, so that new materials build on established best practices. The consultant will also provide direct technical assistance to respond to country office requests. Where useful, materials will be designed so they can be adapted for other high-consequence infectious disease threats. The consultancy sits within the STRIDES Emergency Response Technical Team. There is a possibility of a 3-month extension with additional possible work. 1. Ebola Preparedness, Response and Surge Resource Landscape Review Review existing Ebola and emergency preparedness and response resources from leading technical organizations, including: WHO/Open WHO, CDC and Africa CDC, Resolve to Save Lives, TEPHINET/FETP, The Global Health Security Agenda (GHSA) and GOARN, and other recognized global, regional and national institutions, including materials from past Ebola responses. Catalog and assess the materials by technical area and evaluate how well they apply to, and can be adapted for, STRIDES-supported country contexts. Identify which materials can be adopted as they are, which should be adapted, and where new content is needed. 2. Development and Adaptation of Ebola Response, Surge and Workforce Readiness Resources Building on the landscape review, develop, adapt and package practical training materials, operational resources and digital tools. Existing materials will be used and contextualized wherever appropriate, and new content will be developed only where critical gaps exist. Deliverables may include training curricula and modules, slide decks, facilitator guides, SOPs, job aids, checklists, templates, reference tools and digital data collection tools. Materials will be produced in English and/or French as country needs require, across the following technical areas. See the below for possible areas of work: Response Coordination and Emergency Management: Incident Management System (IMS) and PHEOC/COUSP structures and activation procedures; SOPs for PHEOC/COUSP operations and Ebola surveillance and response coordination; Training modules on PHEOC/COUSP operations; Role-specific job aids and desk references Surge Capacity and Workforce Readiness: Surge staffing frameworks, role profiles, competency standards and roster management; SOPs for activating, deploying, rotating and demobilizing surge personnel; Pre-deployment briefing and onboarding packages; Occupational health and safety, infection prevention and control (IPC), and staff wellbeing guidance; Tools for tracking workforce training status and deployment readiness Rapid Response Teams (RRTs) and Event Investigation and Response (EIR): Core RRT/EIR competencies and training materials for Ebola alert investigation and response; SOPs for activation, deployment, and surveillance and response activities; Field checklists, deployment packages and job aids Simulation Exercises: Ebola-focused exercise scenarios, for example a suspected case at a PoE, PHEOC/COUSP activation and RRT deployment. This work will be done in coordination with the STRIDES SimEx consultant and use the standardized STRIDES SimEx toolkit 3. Country-Level Technical Assistance Provide technical assistance to STRIDES country offices on Ebola preparedness and response as needed. This includes: Responding to specific country requests; contextualizing materials to national policies, structures and languages; supporting the rollout of trainings, SOPs and digital tools.
