The Order Concerns The Production, Printing And Delivery Of Printed Advertising And Informational Materials For The Needs Of The State Satirical Theater Aleko Konstantinovgiven The Fact That The Main Part Of The Printed Advertising And Information Materials, The Subject Of Production And Delivery In This Public Procurement, Are Included In The List Of Goods And Services, In Accordance With The General Terminology Dictionary, Which Are Intended For The Awarding Of Specialized Enterprises Or Cooperatives To People With Disabilities Or To Business Entities Whose Main Goal Is The Social And Professional Integration Of People With Disabilities Or People In A Disadvantaged Position (List Of Goods And Services Under Art. 12, Paragraph 1, Item 1 Of The Public Procurement Act, Determined By Decision No. 591/18.07.2016 Of The Council Of Ministers Of The Republic Of Bulgaria, Based On Article 80, Paragraph 1 Of The Ppzop, This Public Procurement Is Reserved For The Participation Of Specialized Enterprises Or Cooperatives Of People With Disabilities.When Awarding The Public Contract, Persons May Participate, Provided That:At Least 30 Percent Of Their Roster Consists Of People With Arrangements Or Those In A Disadvantaged Position;The Persons Must Be Registered As Specialized Enterprises Or Cooperatives Of Disabled People At Least Three Years Before The Date Of Opening Of The Public Procurement;They Can Fulfill At Least 80% Of Its Subject Matter With Their Own Machinery, Equipment And Human Resources. To Fulfill The Condition, They May Use Subcontractors Or Refer To The Capacity Of Third Parties, If The Subcontractors Or Third Parties Are Specialized Enterprises Or Cooperatives Of People With Disabilities.On The Basis Of Art. 12, Para. 7 Of The Public Procurement Law, Bids May Be Submitted By Other Interested Parties Other Than Those For Whom The Order Is Reserved, But Their Bids Will Be Considered Only If Bids From The Persons Mentioned Above (Specialized Enterprises Or Cooperatives Of Disabled People) Are Not Admitted. A Complete And Detailed Description Of The Specific Types Of Activities Is Reflected In The Prepared And Attached Technical Specification, An Integral Part Of This Documentation. The Contracting Authority Is Not Obliged To Order All The Materials Described In The Table In The Technical Specification, But Only The Ones It Needs At The Given Time, Through A Specific Request, Until The End Of The Contract Period Or Until The End Of The Financial Resource Provided By The Contracting Authority (Whichever Occurs First). The Contracting Authority Is Not Obliged To Assign The Entire Value Of The Contract And The Entire Estimated Quantity, But Only The Necessary Types And Quantities According To Specific Requests.
