Work Detail
Public-Service Buses – Purchase Of Zero-Emission Bus Fleet With Charging Infrastructure. 1. The Subject Of The Order Is: 1) Purchase Of Two Electric Buses That Will Serve Three Bus Lines: • Two Newly Created Lines On The Nasielsk - Pomiechówek And Nasielsk - Serock - Wieliszew Routes, • One Line With Increased Frequency On The Nasielsk - Nowe Pieścirogi Route; 2) Delivery And Connection Of A Brand New Mobile Charger, Compatible With The Buses Mentioned In Point 1. A Detailed Description Of The Subject Of The Order Is Set Out In Annex No. 3. The Terms Of The Order Are Also Included In The Draft Agreement. 2. The Ordering Party Does Not Divide The Tender Into Parts And Therefore Does Not Allow The Submission Of Partial Offers: 1) The Lack Of Division Into Parts Does Not Affect Competition, 2) The Lack Of Division Into Parts Is Dictated By Economic Reasons. This Order Covers A Scope That Means That Its Execution In One Part And By One Contractor Will Be The Most Effective Method Of Implementation From A Technical And Formal Point Of View, 3) The Ordering Party Will Also Receive A Guarantee For The Delivered Subject Of The Order From One Contractor, And In The Case Of A Larger Number Of Contractors, There Could Be Major Problems With Enforcing Claims, Especially When The Individual Components Of The Subject Of The Order Form One Whole; 4) The Ordering Party Does Not Allow The Submission Of Partial Offers Due To The Uniformity Of The Subject Of The Order And The Need For Device Compatibility. The Contractors Responsibility For The Final Result Increases. Dividing The Order Into Parts Would Mean A Significant Increase In The Ordering Partys Involvement In The Supervision And Coordination Of Order Execution And Would Generate An Additional, Unnecessary Increase In Costs For The Ordering Party; 5) The Division Of The Order Would Also Not Allow For Meeting The Needs Of The Ordering Party In The Event Of Failure To Implement The Full Scope Of The Project Referred To In Section 5 Below, I.E. Purchase Of 2 Electric Buses With Charging Infrastructure. Failure To Implement The Full Scope Would Result In Failure To Fully Meet The Ordering Partys Needs And A Potential Loss Of Funding (At Least In Part) Due To Failure To Implement The Full Scope Of The Funding Agreement. Additionally, Dividing Purchases Into Parts Could Result In Incompatibility Of The Supplied Equipment; 6) To Sum Up, It Should Be Emphasized That The Ordering Party Did Not Divide The Order Into Parts Due To: Excessive Technical And Organizational Difficulties, Excessive Costs, Limited Competitiveness, And Problems With Coordinating Work, Which Consequently Results In The Risk Of Incorrect Execution Of The Order. 3. The Ordering Party Does Not Allow The Submission Of Variant Offers. 4. Requirements For Employment Under An Employment Relationship In The Circumstances Referred To In Art. 95 Of The Public Procurement Law: The Ordering Party Does Not Specify Additional Requirements Related To The Employment Of Persons Referred To In Art. 96 Section 2 Point 2 Of The Public Procurement Law. 5. The Detailed Scope Of Work (Description Of The Subject Of The Order) Is Included In The Documents Attached To The Swz.
