Work Detail
Request for proposals for Feasibility Study: Readiness Assessment and Design of Pilot Methane Mitigation Projects in Indonesian Municipal Solid Waste Sector. ASSIGNMENT OBJECTIVE: The assignment is planned under Output 3 of the AKCMM project Designing, financing, and implementing methane emission reduction projects by (i) shortlisting methane reduction projects from project developers in ASEAN countries, (ii) conducting feasibility studies and selecting project(s) to be financed and implemented, (iii) implementing methane reduction project(s). In Indonesia, MSW landfills contributed to 9% of total methane emissions, as the second largest component in the waste sector. Methane is emitted from landfills as a major component of landfill gas (LFG), which is generated from the anaerobic decomposition of organic waste. LFG typically consists of approximately 5060% methane (CH) and 4050% carbon dioxide (CO), along with trace gases, and its release represents a significant source of greenhouse gas (GHG) emissions when not properly captured or managed. Following the completion of the preliminary assessment and identification of potential candidate pilot locations, AKCMM will proceed with a readiness assessment to ensure that the selected pilot project can be implemented effectively and sustainably. Given the varying institutional capacities, technical conditions, market opportunities, and operational arrangements across local governments, a systematic assessment is required to identify locations with the highest level of readiness for pilot implementation. This process will also identify key gaps and risks that need to be addressed prior to project implementation. Based on this context, this RFP has been prepared to procure a consulting firm to conduct a comprehensive readiness assessment of shortlisted candidate locations and develop a design for the pilot methane mitigation project. The assignment will assess institutional, market, technical, and operational readiness; recommend the most suitable pilot location(s); identify implementation gaps; and propose the technical, financial, and institutional design, including the implementation structure and asset transfer mechanism, to support the successful implementation of the AKCMM pilot project. GGGI seeks to engage a competent consulting firm with expertise in waste management, feasibility assessment, and stakeholder management for preparing pilot implementation of methane mitigation project in municipal solid waste sector. The expertise and qualifications will be explained in further detail in the Competence Requirements and Allocation section.
