Work Detail
Prequalifications are invited for Implementing Partners for Primary Healthcare Centre Intervention. Intervention Sector(s): Health Locations Potential interventions will be implemented through supported Primary Healthcare Centers (PHCCs) and linked Primary Healthcare Satellite Units (PSUs) in selected vulnerable and conflict-affected areas. The final locations and PHCCs and PSUs should be selected in coordination with the Ministry of Public Health (MoPH), based on identified needs, service gaps, population vulnerability, and existing primary healthcare coverage. Applicants should specify all geographical areas in which they have an operational presence or the capacity to operate, identifying any existing relationships with PHCCs and PSUs. Sector(s) and area(s) of specialization Potential interventions will fall within the public health sector with a specific focus on strengthening primary healthcare services and health systems. Issuing Agency International Organization for Migration (IOM)-UN Migration Agency Project Background Lebanon continues to face a protracted humanitarian, socio-economic and health crisis, compounded by recurrent conflict and displacement. These challenges have placed sustained pressure on health facilities, healthcare workers and essential services, disproportionately affecting vulnerable, displaced, migrant, and underserved populations. Despite the health systems resilience, persistent underfunding, workforce shortages, infrastructure constraints, rising healthcare and medicine costs, and service disruptions continue to limit access to affordable, quality care. Primary healthcare is a critical entry point to the health system, providing prevention, early detection, treatment, continuity of care and referrals. In line with MoPH priorities, strengthening PHCCs is essential to sustain these services and respond to the needs of vulnerable and crisis-affected populations. IOM supports health systems strengthening and equitable access to essential healthcare in Lebanon, in coordination with the MoPH and relevant Health Sector partners. Building on this support, potential future would aim to strengthen primary healthcare service delivery and reduce barriers to affordability, quality, and continuous care. Such interventions may include supporting selected PHCCs and PSUs to deliver subsidized essential healthcare services in accordance with the national Long Term Primary Healthcare Subsidization Protocol (LPSP). It will also strengthen continuity of care and referral mechanisms, promote community awareness of available services, and build the capacity of healthcare workers. Potential interventions would contribute to the priorities of the Lebanon National Health Strategy-Vision 2030 by strengthening primary healthcare, promoting equitable access, enhancing health system resilience, and improving the continuity and quality of care. This call aims to establish a pool of prequalified implementing partners for potential future primary healthcare interventions with IOM in Lebanon. Candidates meeting the prequalification criteria will be included in the pool. When a specific project opportunity arises, IOM may approach relevant prequalified candidates to discuss potential collaboration. Inclusion in the pool does not guarantee funding or the award of a partnership agreement. Any future engagement will be subject to funding availability, project requirements, and applicable IOM procedures. Expected Results The selected partner is expected to contribute to the following results: Improved access to affordable and essential primary healthcare services for vulnerable and underserved populations through supported PHCCs and PSUS providing subsidized services in line with the national LPSP. Strengthened PHCC and PSU service delivery and continuity of care, including appropriate referral, follow-up, and integrated health services, in alignment with national standards and protocols. Increased utilization of PHCC and PSU services through targeted community awareness and improved access for populations facing barriers to healthcare. Enhanced capacity of PHCC staff and strengthened service monitoring through targeted capacity building, data collection, and coordination to support effective and sustainable service delivery. Indicative Budget For the purposes of assessing technical capacity and cost-effectiveness under this prequalification exercise, applicants should submit an illustrative concept note and budget not exceeding USD 300,000 to support two PHCCs, each with one linked PSU over an indicative implementation period of six months. In line with IOM regulations, the grant will be disbursed in installments based on agreed project deliverables, milestones, and reporting requirements. Proposals should demonstrate clear and cost-effective allocation of resources, with the majority of funding directed toward activities that directly contribute to the expected results and benefit the target beneficiaries. Other Information Proposed activities should be directly linked to PHCC and PSU service delivery and the identified needs of vulnerable and underserved populations. Applicants should clearly describe the PHCCs, PSU and target populations proposed for the illustrative intervention, where known. Applicants should demonstrate coordination with the MoPH and relevant health-sector partners. Proposals should include a clear implementation plan, budget, monitoring framework, and sustainability approach. Activities should build on existing PHCC structures and systems and avoid duplication of existing services. The selected partner will be expected to comply with IOM requirements related to financial management, procurement, reporting, monitoring, safeguarding, and data protection. Applicants should describe how they will ensure inclusive and accessible services, including migrants, displaced populations, and persons with disabilities. Proposals should describe operational risks and contingency measures to maintain essential services during disruptions. Final PHCC and PSU selection and geographic coverage will be agreed with IOM in coordination with the MoPH, based on assessed needs and existing service coverage.
