Request for proposals for Review of the Investment Environment in the Agricultural Sector Against International Good Practices South Sudan possesses significant agricultural potential, with agriculture serving as the primary livelihood source for most of the population and offering substantial opportunities for MSME growth, employment creation, and food security. However, investment in the sector remains constrained by limited access to finance, weak market and transport infrastructure, land tenure challenges, regulatory and policy gaps, and inadequate business development and incubation services. Agricultural MSMEs, including producers, processors, traders, and service providers, face difficulties accessing affordable credit and investment due to high perceived risks, limited collateral, and underdeveloped financial markets. A review of the investment environment against international good practices is therefore necessary to assess existing laws, policies, and institutions, benchmark them with successful agricultural investment and finance models from comparable countries, and identify reforms needed to strengthen the enabling environment for agribusiness development, business incubation, private sector participation, and increased domestic and foreign investment in South Sudans agricultural sector. Therefore, the GREBI Project will facilitate the assessment of the existing investment environment in the agricultural sector, benchmark it against international best practices, and identify policy, regulatory, and institutional reforms needed to promote agricultural investment, access to finance, agribusiness growth, and the development of business incubation ecosystems.
