Tenders are invited for Full Stack Developer - SERVIR Global Risk Platform. Closing Date: 29 Oct 2026 Type: Consultancy Purpose and Objectives: ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods. Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 20152030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks. For details, please refer to ADPC website at http://www.adpc.net/. Department Introduction The Risk Analytics and Climate Services Department is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. The innovations include uses of geospatial technology, satellite data, numerical models, cloud computing, and artificial intelligence for assessing vulnerability and risk, generating climate data, developing early warning systems, forecasting possible climate impact, and informing anticipatory actions. These lead to risk-informed developments in the sectors such as agriculture, transportation, water resources, energy, communications and health. The department also applies advanced geoinformatics and climate analytics to address water and food security issues by assessing water availability and water-use efficiency, groundwater monitoring, assessing drought risks, and optimizing agricultural productivity, hence ensuring sustainable water and food systems in vulnerable regions. The department promotes Nature-Based Solutions by leveraging ecosystem services such as wetland restoration, agroforestry, and green-gray infrastructure to reduce disaster risks and build climate resilience. Lastly, the department produces risk analytics and integrates them into urban plans and engineering designs of critical infrastructures, hence improving their resilience to disasters and climate change. With a commitment to science-based approach, the department envisions empowering stakeholders to reduce risks, adapt to climate change, and build more resilient communities and ecosystems. SERVIR Global Collaborative (SGC) is a global partnership dedicated to strengthening humanitys resilience through the use of Earth observation information and related technologies and innovations. Working with six regional hubs around the world, together with organizational support from the Spatial Informatics Group National Assets Laboratory (SIG-NAL), SGC builds shared, scalable systems grounded in local expertise. Fund for Science and Technology (FFST) has awarded a grant to the SGC to accelerate the use of Earth observation, geospatial science, and emerging artificial intelligence technologies that support data-driven decision-making and action for strengthened climate resilience and sustainable development worldwide. Under the SGC initiative, ADPC hosts the East Asia and the Pacific hub working at the intersection of climate science, geospatial technology, and decision-making. Through SGC, we collaborate with a global network of partners to develop tools and platforms that support climate adaptation and risk management, food security, and land cover monitoring. Statement of Intent: ADPC is seeking a hands-on Full Stack Developer to build and operate the SERVIR Global Risk Platform (GRP). The role is full stack, with a strong emphasis on frontend delivery. The consultant will also contribute to backend services, application programming interfaces (APIs), data integration, security, deployment, and AI-enabled functions. Expected Outputs: The consultant is expected to deliver the following outputs: Working web application increments: responsive and accessible frontend features for the agreed backlog, including risk scenario selection, results summaries, maps and lists, scenario comparison, bounded AI explanations, and downloads. Integrated platform services: documented connections between the Hub application, shared APIs, analytics services, and Model Context Protocol (MCP) tools, with one consistent source of calculated results. Secure user access: OAuth 2.0/OpenID Connect (OIDC) sign-in and authorization controls that protect non-public functions and enforce agreed Hub and role boundaries. Reliable data handling: implemented database changes, data validation, migrations, and API contracts needed by the approved user stories. Deployable releases: containerized application components that can be tested on the ADPC staging environment and promoted to production using the agreed GitHub and Docker workflow. Verified quality: unit, integration, and end-to-end tests, including agreed reference questions and expected answers for critical analytics and AI-assisted journeys. Documentation and handover: concise setup notes, API documentation, operational runbooks, known limitations, and knowledge transfer to ADPC and partner developers. Progress reporting: monthly progress summaries and other project-level reports or meeting notes requested by the supervisor. Responsibilities and Tasks: The consultant will undertake the following tasks: Build user-facing features using React, TypeScript, HTML, and CSS, or the equivalent framework agreed for the platform. Create clear, responsive, and accessible interfaces for data selection, maps, charts, tables, comparisons, explanations, and downloads. Develop and maintain backend services and REST APIs using Python/FastAPI or the platforms agreed backend stack. Integrate the Hub application with shared platform APIs and MCP tools. Keep deterministic analytics in approved services; use the language model to explain or guide, not to invent calculated results. Implement bounded large language model (LLM) features, tool calls, structured responses, error handling, and tests in accordance with agreed product and assurance rules. Work with PostgreSQL/PostGIS or other approved data stores; implement schemas, migrations, queries, validation, and safe handling of uploaded or externally supplied data. Implement secure sign-in and authorization using OAuth 2.0/OIDC; apply least privilege, input validation, safe secret handling, dependency updates, and security-aware logging. Containerize and deploy application components using Docker, GitHub, Linux, and the agreed staging-to-production release process. Add health checks, useful logs, basic monitoring, backup/restore support, and operational documentation needed to run the service. Write and maintain automated tests; reproduce and fix defects found through live integration tests and approved reference scenarios. Take part in backlog refinement, technical design, estimation, code review, demonstrations, and release planning. Plan and supervise the consultants own work, keep tasks current, identify dependencies, and raise delivery or security risks early. Collaborate constructively with product, data, design, infrastructure, and government stakeholders, and explain technical choices in plain English. Working Principles: The consultant will report to the Technical Analyst Climate Risk and Vulnerability and work day to day with the Software Product Manager and designated technical leads. The consultant will work closely with ADPC specialists, SIG-NAL developers, regional Hub teams, data scientists, designers, and external partners as directed by the supervisor. Work will be organized in short delivery cycles with a visible backlog, agreed acceptance criteria, regular demonstrations, and prompt feedback. The consultant is expected to work with limited day-to-day supervision, make reasonable implementation decisions within agreed architecture, and seek a decision when scope, security, or data ownership is unclear. Source code, issues, technical decisions, and documentation will be maintained in ADPC-approved repositories and collaboration tools. Regular coordination meetings will be held online or in person. Qualifications: The consultant is expected to possess the following qualifications. Required Bachelors degree in computer science, software engineering, computer engineering, information technology, information systems, data science, or another relevant field. At least four years of professional experience developing web applications, including substantial hands-on frontend delivery and experience contributing across the application stack.
