Work Detail
Tenders are invited for External Evaluation of the EU funded Raising Civil VOICES Acting Together for Inclusive Democracy, Peace, and Justice in South Sudan 1 February 2024 to 31 January 2027. Purpose of the Evaluation The overall purpose of the evaluation is to provide an independent assessment of the relevance, performance and results of the project and to support organisational learning and future programming. The evaluation will assess the project against the OECD-DAC evaluation criteria: Relevance, Coherence, Effectiveness, Efficiency, Impact and Sustainability. Moreover, the evaluation will assess the added value of EU support, including the extent to which EU funding and engagement contributed to results, partnerships, policy dialogue and approaches that would have been more difficult to achieve otherwise. It should also consider cross-cutting aspects, in particular gender equality, youth participation, inclusion, conflict sensitivity and local ownership. The evaluation should provide practical and forward-looking recommendations that can inform the design and implementation of future FES and partner programming. 3. Scope The evaluation will cover the project as a whole, including its two specific objectives: 1. Strengthening the ability of women and youth to meaningfully participate in democratic processes and decision-making; and 2. Strengthening the ability of South Sudanese citizens and civil society to exercise their civic rights and responsibilities in democratic and electoral processes. The evaluation should assess the extent to which the intended outputs and outcomes have been achieved, the factors influencing implementation and results, and the projects contribution to broader changes. The evaluator should consider the highly dynamic political and security context in South Sudan and distinguish, where possible, between project contribution and wider contextual developments. Particular attention should be given to the projects approaches to capacity development, policy dialogue, civic participation, engagement with women, youth and civil society organisations and political advisory work. . Duration, Location and Schedule The evaluation will be conducted primarily from Juba, with limited travel within South Sudan where necessary and feasible. Remote interviews should be used wherever appropriate. The detailed methodology and schedule will be agreed with FES at the beginning of the assignment. The evaluation should follow the timetable below: Period Step 13 25 Oct 2026 Call for Proposals 25 27 Nov Evaluation of applications and selection 30 Nov 5 Dec Contracting and Kick-off 7 18 Dec Inception Phase & Inception Report 12 Jan 12 Feb 2027 Data Collection / Fieldwork 15 Feb 5 Mar Analysis & Preparation of Draft Evaluation Report 8 17 Mar Review by FES / Co-applicants and Consolidation of Comments 18 24 Mar Finalisation of Evaluation Report 26 28 Mar Final Quality Check / Submission Preparation 29 Mar 2027 Hand-in of Final Evaluation Report to Donor Applications should be submitted electronically to email addresses [email protected] and [email protected] indicating the title of the task External Evaluation of the EU funded Raising Civil Voices Acting Together for Inclusive Democracy, Peace, and Justice in South Sudan.
