An Exception May Only Be Made In The Event That None Of The Offers Present A Complete Item, Allowing The Offeror To Be Evaluated With The Greatest Number Of Items Addressed, And Which, At The Same Time, Are Technically Admissible.It Is Established That, Given The Critical Needs Of The Object Of The Tender, This Contract Cannot Be Conditioned To The Suspension Of Services Due To The Lack Of Payments Made By The Hospital, Since It Puts The Health Of The Population Served By The Establishment At Risk.
