Procurement Plan for Design, Supply and Installation of 33kv Connection from the Fualu Solar Power Plant to Popua Substation and 11kv Feeder Upgrade The Grid Enhancement for Sustainable Energy Transition Project (GREST) aims to help the Government of Tonga meet its renewable energy target by constructing a new 33 kilovolt (kV) electricity network to evacuate energy from a solar power plant and upgrading a portion of the existing 11 kV network. The project will (i) strengthen the capacity of Tonga Power Limited (TPL) in constructing and maintaining the 33 kV network and (ii) support TPL in developing corporate level gender policies and action plans. The project aims to significantly reduce Tongas reliance on fossil fuels, enhance the disaster resilience of its power grid, and demonstrate a steadfast commitment to combating climate change. The Ministry of Finance, Kingdom of Tonga, has received financing from the Asian Development Bank in the form of a grant toward the cost of the Project. The overall GREST project will comprise different packages, with this Advance Procurement Notice pertaining to Package Number 1: Design, supply and installation of 33kV connection from the Fualu solar power plant to Popua substation and 11kV feeder upgrade package, likely to be advertised by December 2026.
