The Main Objective Of This Public Proposal Is The Purchase Of Emergency Biliopancreatic Surgery Services, With The Purpose Of Resolving The Care Of Patients Who Are Admitted Through The Emergency Service Or Who Are Hospitalized And Present An Emergency Condition At A Time When There Is No Specialist Available Or Who Is In The Ward Resolving Another Emergency. In This Sense, This Service Aims To Address Pathologies That Affect The Digestive System, Particularly Those Related To The Liver, Gallbladder And Pancreas. Therefore, Not Having This Purchase Would Generate A Lack Of Access To Emergency Biliopancreatic Surgeries, Which Could Cause Serious Consequences In The Care And Health Of Patients, Such As Systemic Infections, Massive Hemorrhages, Damage To Vital Organs And, Ultimately, An Increased Risk Of Mortality. Therefore, Timely Intervention Is Essential To Avoid Fatal Complications And Ensure Adequate Recovery Of The Patient. Therefore, It Is Crucial To Have This Service, Since, In The Current Context Of Institutional Provision, When Emergencies Are Resolved, They Are Forced To Suspend Previously Scheduled Procedures, Which Directly Affects Patients Who Are On The Waiting List. For This Reason, It Is Necessary To Have A Surgical Team That Guarantees These Interventions For Patients Who Present An Emergency Condition At Times When A Specialist Is Not Available. The Service Will Be Provided In The Facilities Of The Establishment, Outside Of Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Health Prevention, Promotion, Recovery, Protection Or Rehabilitation Actions That Are Tendered By This Act.
