Request for Information for Independent Assessment of the National Strategic Communication Network (NSCN). The Ministry of Defence intends to strengthen national communication resilience through the establishment of a National Strategic Communication Network (NSCN) as a secure, sovereign, and interoperable whole-of government strategic communication platform. In view of national security considerations and the strategic necessity to evaluate the proposed NSCN in relation to present and emerging security and disaster management requirements, the Ministry of Defence invites Request for Information (RFI) from qualified local and international organizations to undertake a comprehensive and independent assessment of the proposed network and its suitability as a secure national communication backbone. The assessment will include, but not be limited to, the following: a. Identification and analysis of national strategic communication requirements in the current and evolving security environment. b. Assessment of the proposed NSCN concept, architecture, and operational framework. Review of global best practices and emerging technologies in secure government and national communication networks. d. Evaluation of resilience, interoperability, scalability, cyber security, and sustainability aspects. e. Recommendations on future-ready technologies, implementation approaches, governance structures, and long-term operational sustainability. Eligible applicants may include reputed technology providers, manufacturers, relevant telecommunications specialists, relevant communication experts with proven experience in national-level communication infrastructure project experience and Track records in building secure networks, or government communication systems. Interested parties are invited to submit a Request for Information (RFI), together with their company profile, evidence of relevant projects completed within the past 10 years, and a technical capability statement outlining their proposed best-in-class solutions based on current, proven technologies.
