Harstad Municipality Is Responsible For Running The Competition. This Tender Includes All 5 Municipalities. The Municipalities Are Independent Legal Entities And Will Enter Into Separate Agreements. Background The Existing Agreement On Interpreting Services Expires On 10 November 2026, And A New Framework Agreement Must Be Established. The Need For Interpreting Services Is Stable And Expected To Persist, While The Requirements For Documented Competence And Proper Handling Of Confidential Information Mean That We Must Have Clear Contractual Frameworks, Processes For Ordering And Mechanisms For Quality Assurance. We Assume That In The Current Situation We Have Varying Types Of Assignments (Scheduled Meetings, Urgent Events, Short Telephone Assignments And More Demanding Calls). This Makes It Necessary To Have An Agreement Structure That Both Supports High Availability And Gives Us Control Over The Expertise Used In The Individual Assignment. The Client Needs To Ensure Continued Access To Interpreting Services That Support Proper And Effective Communication In Meetings With Users, Patients, Residents Or Other People In Need Of Language Assistance. The Services Are Important To Ensure Correct Information Exchange, Equal Service Provision And Good Case Management. The New Framework Agreement Shall Give The Client Predictable Access To Necessary Interpreting Services Within Various Forms Of Interpreting, And Facilitate Flexible Orders Adapted To Varying Needs. The Need Includes Interpreting Via Telephone And Screen (Video Interpreter), As Well As An Attendance Interpreter For Physical Meetings. In Addition, We Need Written Translations (Translator/Translation) If Necessary. Description Of The Assignment The Procurement Concerns A Framework Agreement For The Provision Of Interpreting Services. The Delivery Shall Include: The Procurement Includes The Establishment Of Parallel Framework Agreements With Three Suppliers For The Following Services: Interpretation Via Telephone Or Via Screen/Video Attendance Interpreter At The Municipalitys Premises Or Other Agreed Location Translation Services (Written Translations) The Client Wishes To Establish Parallel Framework Agreements With Several Suppliers. The Suppliers Are Ranked According To The Score Achieved According To The Award Criteria. The Supplier Who Achieves The Highest Score (Called Supplier 1) Must As A General Rule Be Contacted First And Must Be Assigned A Call If This Supplier Has The Desired Interpreter Available. If Supplier 1 Does Not Have Available Capacity Or Cannot Offer The Requested Interpreter, The Supplier Who Has Achieved The Second Highest Score (Supplier 2) Is Contacted, And So On Depending On How Many Suppliers The Client Thinks Is Appropriate To Offer A Contract. Ranking Of Suppliers Will Take Place On The Basis Of Specified Award Criteria. This Type Of Assignment Accounted For Approximately 85% Of The Contract Sum. The Main Share Of Assignments For Harstad Municipality Will Be For The Doctors Office, Unit For Integration, The Child Welfare Service, The Home Service And Schools And Kindergartens. When Using An Interpreter, The Choice Between The Various Categories Will Be Influenced By Many Variables, Including Which Business Makes The Order, The Duration And Complexity Of The Assignment, Any Wishes The External Parties In The Case May Have Regarding The Type Of Interpreter Used, Etc.
