The Subject Of The Order Is Winter Maintenance Of Roads In The City Of Biała Podlaska In The 2026-2027 Season, Carried Out In Accordance With Order No. 118/24 Of June 11, 2024 Of The Mayor Of The City On The Introduction Of Winter Road Maintenance Guidelines (Zud). 2. The Winter Season Lasts From November 1, 2026 To March 31, 2027. 4. Minimum Road Maintenance Standards In The City: 1) Roads Covered By The First Order Of Winter Maintenance: A) National Road - Standard 2 Increased; B) Provincial Roads - Standard 2 Ordinary; C) District Roads – Standard 3; D) Municipal Roads – Standard 3; 2) Roads Covered By The Second Order Of Winter Maintenance - Standard 4; 3) Roads Intended For Sanding - Standard 4; 4) Access (Service) Roads Of The National Road - Standard 4; 5) Dirt Roads – Standard 6; Subject To Section 6 Point 1. 6) List Of Roads And List Of Areas: A) National Road With Slip Roads Constitutes Annex No. 1 To The Swz; B) Access (Service) Roads To The National Road, Cleared Of Snow Only At The Request Of The Ordering Party, Constitutes Annex No. 2 To The Swz; C) Streets Covered By The First Order Of Winter Maintenance, Constitutes Annex No. 3 To The Swz; D) Streets Covered By The Second Order Of Winter Maintenance, Constitutes Annex No. 4 To The Swz; E) Streets Covered With Snow Removal And Sanding, Constitutes Annex No. 5 To The Swz; F) Dirt Roads, Cleared Of Snow Only At The Request Of The Ordering Party, Constitutes Annex No. 6 To The Swz; 5. The Ordering Party Reserves The Right To Change The List Of Roads Assigned To A Particular Sequence Of Winter Maintenance. Changing The Road List Does Not Require An Annex To The Contract. The Contractor Will Be Notified In Writing About The Change. The Amended Road List, Within The Scope Of The Change, Replaces Its Previous Provisions As Of A Specified Date. 6. The Scope Of The Contractors Responsibilities Depends On The Standard Of Road Maintenance In The City And Includes The Following Activities: 1) Clearing Snow From The Streets: 2) Ensuring The Ongoing Passability Of The Streets Specified In Annex No. 1, 3, 4 And 5 (2 ÷ 4 Standard Of Winter Road Maintenance); 3) In The Event Of Heavy Snowfall, The Permissible Time Of Road Impassability May Not Exceed 4 Hours For The Streets Listed In Annex No. 1 - Access (Service) Roads, National Roads No. 4 And 5 (4Th Standard Of Winter Road Maintenance); 4) In The Event Of Particularly Difficult Weather Conditions, Streets May Be Closed For Periods Of Time, In Accordance With The Standards Of Winter Road Maintenance In Biała Podlaska; 5) Regular Removal Of Slipperiness By Sprinkling Salt Solution Using A Salt Spray On The Streets Specified In Annexes 1, 3 And 4 Or, If Necessary, Sprinkling With A Sand And Salt Mixture; 6) Combating The Slipperiness Of The Streets Specified In Annex 5 By Sprinkling Sand; 7) In The Event Of Heavy Snowfall: A) Removing Snow From Places Indicated By The Ordering Party; B) Clearing Snow From Dirt Roads
