Considering The Nature And Complexity Of The Object Of The Purchase, The Need To Equip The Rhythmology Department With A High-Performance Medical Angiograph, The Increase In The Number Of Patients And The Need For Interventional Medical Services, The Result Of The Previous Procedure, Which Did Not Lead To The Submission Of Offers, The Existence Of A Financing With A Deadline, The Contracting Authority Appreciates That There Is An Objective Need For The Procedure To Be Carried Out Expeditiously. In This Context, Pursuant To Art. 74 Para. (3) From Law No. 98/2016 Regarding Public Procurement, The Contracting Authority Will Establish The Period For The Submission Of Offers At Least 15 Days From The Date Of Transmission For Publication Of The Notice Of Participation. The Reduction Of The Term Is Justified By The Emergency Situation Demonstrated By The Existing Documents In The Procurement File And Is Not Aimed At Restricting Competition Or Favoring A Certain Economic Operator. By Maintaining The Open Bidding Procedure And Ensuring Electronic Access To The Award Documentation, The Contracting Authority Aims To Ensure At The Same Time The Necessary Speed And Compliance With The Principles Of Transparency, Equal Treatment, Non-Discrimination, Proportionality And Ensuring Effective Competition.
