Expression of Interest for Financial Advisory Services for the Implementation of the Battery Booster Facility. Description: The European Commission is implementing the Battery Booster Facility, a EUR 1.5 billion zero-interest loan facility established under Pillar 1 of the Battery Booster Strategy. The Facility aims to accelerate the ramp-up of battery cell manufacturing capacity in the European Economic Area, strengthen the Unions strategic autonomy and industrial competitiveness, and support the objectives of the Green Deal Industrial Plan, the Net-Zero Industry Act and the Clean Industrial Deal. The Facility will be implemented under direct management by the Commission through a competitive call for proposals. The Commission will remain solely responsible for the evaluation, selection and award decisions, as well as for the negotiation, signature, implementation, monitoring and financial management of the financing operations. Given the complexity of these loans, the Commission requires specialised expertise to support the preparation, negotiation and implementation of loan operations with selected beneficiaries. This includes specialised financial advisory expertise to support the structuring, negotiation and implementation of the loans, including structuring of the financing arrangements and the provision of financial advice during the implementation of the loan contracts. The objective of this contract is therefore to provide high-quality financial advisory assistance. The financial advisory services shall support the Commission in the structuring, negotiation and implementation of the loans.
