The Subject Of The Order Is The Construction Of An Innovative And Comprehensive System Of Electronic Public Services In The Pszczyna Commune As Part Of The Project Entitled Digitization Of Back-Office Processes, Provision Of E-Resources And Development Of Public Services For Residents And Entrepreneurs Of The Pszczyna Commune, Implemented Under The European Funds For Silesia 2021-2027 Program (European Regional Development Fund), Priority Fesl.01.00 - European Funds For Smart Development, Measure Fesl.01.04 - Digitization Of Public Administration. 2. For The Subject Of The Order Referred To In Point 1 Consists Of The Following Tasks: 1) Digitization Of Back-Office Processes In An Entity Providing Public Services And Smart City Elements, 2) Creation And Development Of Public E-Services, 3) Digitization And Sharing Of Data, 4) Training For Employees. 3. A Detailed Description Of The Subject Of The Order Is Set Out In Annex No. 1 To The Swz. 4. Reasons For Not Dividing The Order Into Parts: The Ordering Party Does Not Divide The Order Into Parts And Therefore Does Not Allow The Submission Of Partial Offers, Because The Order Is Indivisible Into Parts For Technical And Organizational Reasons, The Elements Being The Subject Of The Order Are Ultimately To Form An Inseparable Whole, I.E. A Complete Software Environment. The Order Concerns The Supply Of Software (As Part Of The Digitization Of Back-Office Processes, The Creation And Development Of E-Services And The Digitization And Provision Of Data), Which Should Be Implemented At The Ordering Party Comprehensively, Along With Conducting Training For Employees. Excessive Technical And Coordination Difficulties Related To The Coordination And Supervision Of The Activities Of Various Contractors Implementing The Order Could Seriously Jeopardize The Proper Execution Of The Order. To Achieve The Above Goal, One Contractor Should Be Responsible For The Selection And Configuration Of Software That Meets The Requirements Specified By The Ordering Party. As A Result Of The Analysis Carried Out, In Particular The Possibility Of Companies From The Sme Sector Applying For This Order, The Lack Of Dividing The Order In Question Into Parts Will Not Distort Competition By Limiting The Ability Of Smaller Entities, In Particular Small And Medium-Sized Enterprises, To Apply For The Order.
