This Refusal Constitutes A Sudden, External And Unforeseeable Event For The Contracting Party Which Could Not Have Been Prevented With Ordinary Care. In This Sense, There Is An Unforeseeable Event (Refusal Of The Winning Contractor) As The Delay In Signing A Contract For The Maintenance Of The Tomograph Poses A Direct Risk To The Health And Life Of Citizens / Emergency Patients Of The Medical Facility. The Lack Of Support Leads To The Risk Of Stopping The Work Of The Imaging Department, The Inability To Perform Clinical Pathways And A Real Risk To The Lives Of Patients. Conducting A New Procedure That Takes A Minimum Of 30 Days Would Leave The Medical Facility Without Legitimate Service For Too Long A Period, Which Is Unacceptable For A Medical Facility.
