In Order To Respond Adequately To This, Various Domains And Services Within The Municipality Invest In Innovation And In Strengthening Its Own Innovation Capacity. The Development And Implementation Of Innovation Processes Regularly Requires Additional, Specialist Expertise And Support From External Parties. This Need May Differ Per Issue, Phase Of The Innovation Process And Organizational Unit. In Order To Be Able To Use This Expertise In A Flexible, Efficient And Transparent Manner, The Municipality Has Opted To Set Up A Dynamic Purchasing System (Das). Within This Das, Market Parties That Meet The Stated Admission And Suitability Requirements Can Be Admitted And Compete For Further Assignments. The Schuldenlab070 Takes The Initiative To Set Up A Dynamic Purchasing System (Das), Aimed At Guiding And Supporting Innovation Processes Within The Entire Municipal Organization (Municipality Of The Hague). Within This Das, The Various Domains And Services Can Engage Specialized Innovation Parties On Demand And As Needed. The Aim Is To Use Expertise Flexibly To Strengthen Our Own Innovation Capacity And To Carry Out Work More Efficiently, Effectively And Sustainably. The Starting Point For The Assignments Requested Within This Das Is The Innovation Process As Used By, Among Others, The Schuldenlab070 And Ec-Disc (Expertise Center For Digital Innovation And Smart City). Within These Processes, Concepts, Experiments And Pilots Are Set Up And Validated According To A Fixed And Phased Approach. The Innovation Process Includes Various Standard Services To Guide And Support Innovation (Processes), Including: -Problem Analysis, Trend Analysis And Strategic Exploration; -Facilitating And Supervising Processes, Work Sessions And Co-Creation Processes; -Supervising The Development And Elaboration Of Innovative Concepts; -Project Management And Program Guidance; -Monitoring And Evaluation, Including Social Cost-Benefit Analyzes (Scba) And Impact And Effect Measurements. In Addition, Events Are Regularly Organized And Training Courses Are Provided That Are Separate From The Innovation Process. The Das Is Divided Into Different Phases Of The Innovation Process. For The Purpose Of The Design And Implementation Of The Das, These Categories Are Shown As Parcels In Mercell/Tenderned. Candidates Must Indicate In Their Request For Admission Which Phase(S) They Wish To Be Considered For. It Is Permitted To Register For One, More Or All Phases, Provided That The Requirements Applicable To That Phase Are Met. Although The Municipality Will Primarily Issue Assignments Within This Das In The Field Of Process Guidance Of Social And Physical Innovation, Assignments Can Also Be Requested At The Intersection Of Social And Digital Innovation. This Could Include The Use Of Artificial Intelligence (Ai) And Other Digital Technologies To Support Innovation, Services And Decision-Making, Aimed At Tackling Social Challenges More Effectively. This Das Covers The Process Guidance, But Not The Actual Product Development Of The Digital Tools Or Systems. Issues Whose Primary Purpose Consists Of Research, Customer Journey Research, Service Design Or Ux Design Do Not Fall Within The Scope Of This Das. These Fall Under The Municipality-Wide Framework Agreement For The Hiring Of Research, Service Design And User Experience Design (Ux) Employees.
