Prior Information Notice For Public Road Transport Services – Awarding Of Passenger Transport Services In Regular Service With Motor Vehicles On Line 21 In The Straubing-Bogen District. The Straubing-Bogen District, As The Responsible Authority, Intends To Award A Public Service Contract (Öda) For Bus Transport Services On Line 21 Straubing - Oberschneiding - Landau As A Total Service Within The Meaning Of Section 8A Paragraph 2 Sentences 3 And 4 Pbefg With Effect From June 2Nd, 2027 To June 1St, 2032 As Part Of A Competitive Award Procedure Across Europe To Write Out. An Application For A Permit For Commercial Traffic In Accordance With Section 8A Paragraph 2 Sentence 2 I. In Accordance With Section 12 Paragraph 6 Sentence 1 Pbefg Must Be Submitted To The Government Of Lower Bavaria As The Approval Authority No Later Than 3 Months After The Preliminary Announcement In The European Official Journal. The Contract Includes Transport Services Including Drivers And Vehicles To Provide The General Public With Public Transport Services. According To The Current Planning Status, The Total Volume Of Transport Services To Be Awarded Amounts To Around 104,000 Commercial Vehicle Kilometers Per Year. Approval Must Be Obtained From The Operator. The Öda Will Contain Regulations According To Which The Transport Offer Can Be Adapted To Changing Traffic Needs And To The Post-Traffic Plan In Its Current Version As Well As To Other Changing Circumstances (Such As Technical Developments, Environmental And Climate Protection Concerns) Within The Framework Specified In The Öda. The Rights To Change Relate To The Type And Scope As Well As Quality Of The Transport Services And The Transport Tariff. This Can Result In Changes In Terms Of The Timetable And Fares Offered, The Form Of Service (Regular Scheduled Service Or Flexible Forms Of Service) Or Other Aspects Such As: B. Vehicle And Other Quality Standards. The Volume Of Traffic Recorded By The Öda Can Be Reduced Or Increased. The Detailed Requirements For The Contract To Be Awarded Are Set Out In The Supplementary Prior Information Document.
