Supply Services Of Personnel Including Temporary Staff – Services For The Provision Of Personnel For The Temporary Replacement Of Agents Of The City Of Rennes, Rennes Métropole, The Ccas Of Rennes And The Caisse Des Écoles. The Framework Agreement Will Be Executed By Issuing Purchase Orders. Services Are Regulated By Unit Prices. This Contract Is A Reserved Contract Pursuant To The Provisions Of Article L.2113-13 Of The Public Procurement Code. As Such, The Market Is Reserved For Integration Structures Through Economic Activity Mentioned In Article L. 5132-4 Of The Labor Code And Equivalent Structures, When They Employ A Minimum Proportion, Set At 50% By Article R.2113-7 Of The Public Procurement Code, Of Disadvantaged Workers. This Approach Meets The Requirements For Taking Into Account Sustainable Development Issues In Public Purchasing By The City Of Rennes, Rennes Métropole, The Ccas Of Rennes And The Caisse Des Écoles. It Also Falls Within The Framework Of The Objectives Of The Socially And Environmentally Responsible Purchasing Promotion Scheme (Spaser) Common To The Three Public Structures. The Members Of The Group Implement, Whenever Possible, Within The Framework Of Its Markets, An Approach Aimed At Promoting The Return To Employment Of People Experiencing Social And Professional Integration Difficulties. The Holder Of The Public Contract Must Respect The Legislation In Force And In Particular The Labor Code. This Framework Agreement Is Launched Within The Framework Of The Following Order Group: Rennes Métropole, The City Of Rennes, The Ccas Of The City Of Rennes And The Caisse Des Ecoles De La Ville De Rennes Have Formed A Group Of Orders In Application Of Articles L2113-6 To L2113-8 Of The Public Order Code, City Of Rennes Being The Coordinator. The Estimated Amount Over The Total Duration Of The Contract Is 680,000 Euro(S) Excluding Tax. The Maximum Amount Of Benefits For The Initial Period (2 Years) Of The Framework Agreement Amounts To 460,000 Euro(S) Excluding Tax, According To The Following Distribution: City Of Rennes: 350,000 Euro(S) Excluding Tax Rennes Métropole: 80,000 Euro(S) Excluding Tax Ccas Of Rennes: 30,000 Euro(S) Excluding Tax The Amounts Will Be Identical For Each Renewal Period. The Total Maximum Amount Of The Framework Agreement, All Periods Combined, Therefore Amounts To 920,000 Euro(S) Excluding Vat. The Criteria Used For Judging The Offers Are Weighted As Follows: 1 - Technical Value: 55% 1.1-Selection And Training Process For Temporary Replacement Staff Dedicated To The Missions Planned In The Contract: 25% 1.2-Organizational Arrangements Envisaged To Ensure Compliance With Deadlines And The Requirements Of The Cctp: 20% 1.3-Actions And Measures Envisaged In The Event Of Malfunctions (For Example Absence, Delay, Etc.): 10% 2 - Price Of Services: 25% 3 - Performance In Terms Of Environmental Protection: 10% 4 - Performance Of A Social Nature: 10%
