Expression of Interest for Consultancy Service for Feasibility Study for Development of Port of Mannar. 1. The Sri Lanka Ports Authority (SLPA) has been established by Sri Lanka Ports Authority Act No. 51 of 1979 as amended, to develop, maintain, operate and provide port and other services in the Port of Colombo (Port) and other commercial ports of Sri Lanka, which is coming under the purview of the Ministry of Ports and Civil Aviation of the Democratic Socialist Republic of Sri Lanka (GOSL). 2. The Sri Lanka Ports Authority (SLPA) being the responsible organization for all ports in Sri Lanka intends to engage a consulting firm to carry out a comprehensive feasibility study for the development of Port of Mannar. This Invitation for Expression of Interest (EOI) is the pre-qualification stage and is the first step in the process leading to the selection of a Consultant for Consultancy Service for feasibility study for development of Port of Mannar. 3. The Chairman, Department Consultants Procurement Committee (CPCD) on behalf of SLPA invites eligible consultants to indicate their interest in providing the services described herein. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The parties who wish to submit EOI may download the EOI document through the link provided in the Note-1. 4. A consultant will be selected in accordance with the procedures set out in the Guidelines for Selection and Employment of Consultants, published by National Procurement Agency. The scope of the consultancy work is described in detail in the Terms of Reference (TOR), which is attached in the Note 01 link. 5. The deadline to express the interest as per the above referred EOI format is 23rd October 2026 at 2.00 PM.
