Work Detail
The Subject Of The Order Is The Provision Of A Complex Of Tactical And Training Facilities, Among Others. Shoot-House/Killing House Type In Order To Conduct 2 Editions Of Specialized Shooting Training For 22 People During Each Edition Carried Out As Part Of The Project Entitled Project In Service++ 1.2.1. The Service Includes The Provision Of Training Infrastructure With Technical Resources Enabling The Implementation Of Specialized Tactical And Shooting Training For Officers Of Police Implementation Units In Two Editions In The Period: 1St Edition - From November 15 To 20, 2026. 2Nd Edition - From November 22 To 24, 2026.1.3. A Detailed Description Of The Subject Of The Order, Including The Minimum Requirements Regarding The Quality And Scope Of The Ordered Service, Is Included In Annex No. 1 To The Draft Provisions Of The Agreement.2. Place Of Service Provision: Tactical Facility Indicated By The Contractor In The Offer Form, Appendix No. 1 To The Swz. 3. The Ordering Party Does Not Allow The Submission Of Partial Offers. The Order Is Not Awarded In Parts. The Contractor Should Submit An Offer Covering The Entire Subject Of The Contract. Reasons For Not Dividing Into Lots: The Subject-Matter Of This Contract Does Not Cover The Social Services Listed In Annex Xiv To Directive 2014/24/Eu. This Procedure Should Be Awarded Without Allowing The Submission Of Partial Offers. Division Of This Order Into Parts Is Not Possible For Objective Reasons, Such Action Does Not Impede Fair Competition, And At The Same Time, Due To The Estimated Value, The Order Is Addressed To Small And Medium-Sized Enterprises. In Accordance With Recital 78 Of Directive 2014/24/Eu, Small And Medium-Sized Enterprises Should Be Enabled To Compete For Public Contracts Of Significant Size Or Volume And Competitiveness Should Be Improved. However, Recital 78 Of Directive 2014/24/Eu Does Not Provide For An Obligation To Divide The Contract Into Lots In Each Case. Given The Nature Of The Contract, Division Into Lots Could Seriously Jeopardize The Proper Performance Of The Contract Due To The Difficulties Associated With The Need To Coordinate The Activities Of Different Contractors Implementing Individual Lots. Moreover, The Scope Of The Order Justifies Awarding The Order To One Contractor, Due To The Fact That The Tactical And Training Facility Provided Should Be Equipped With Technical Resources And Infrastructure Enabling The Conduct Of This Type Of Training. Dividing This Order Into Lots Carries The Risk Of Not Being Able To Do So.
