Work Detail
transport Services, Framework Agreement . Descriptionthe Competition Comprises Three Sub-Contracts Which Apply To Framework Agreements For The Delivery Of Transport Services. The Transports Concern The Removal Of Waste From Recycling Stations (Subcontract 1), The Removal Of Glass And Metal Packaging (Subcontract 2) And The Removal Of Coarse/Large Waste (Subcontract 3). Participants In The Procurement: Innherred Renovasjon Is An Inter-Municipal Renovation Company With Head Office In Levanger. We Are Responsible For The Collection And Treatment Of Household Waste And Sludge In Our 9 Owner Municipalities In Trøndelag: Inderøy, Verdal, Levanger, Frosta, Stjørdal, Meråker, Malvik, Selbu And Tydal. Estimated Value Per Year And Maximum Value For The Entire Agreement Period Per Sub-Contract, Including Any Options And Expected Price Increase Are Stated In Section 1.1.4. The Need Is Uncertain. The Volume Can Vary Both Up And Down, And During The Contract Period Will Depend On, Among Other Things, The Clients Needs, Activities, Budget Situation And Other Framework Factors. For Further Information, We Refer To The Procurement Documents. The Client Reserves The Right To Cancel The Competition, Among Other Things In Connection With Budgetary Coverage And The Boards Approval. The Contracting Authority Has Assessed The Procurement Against Section 5H Of The Procurement Act And Concluded That There Are No Requirements For Apprentices In This Procurement As The Main Element Of The Contract Does Not Include Work Where It Is Relevant To Use Labor With A Professional Or Journeymans Certificate, Cf. Procurement Act § 5H Subsection 2 Letter C, Alternatively Because The Need Requires Specialized Expertise Or For Other Reasons Is Not Suitable For Apprentices, Cf. Procurement Act § 5H Subsection 4. For Subcontract 1, The Following Applies; The Client Has Decided To Set As A Minimum Requirement From And Including The Second Contract Year, That Vehicles Used In The Contract Must Use Biogas, Hydrogen Or Electricity As An Energy Carrier. The Requirement Is Intended To Fulfill Section 5B Of The Procurement Act, Which Gives Public Contracting Authorities The Opportunity To Use Climate And Environmental Requirements In The Requirements Specification, If It Is Clear That This Gives A Better Climate And Environmental Effect. The Transports Direct Emissions Obviously Make Up The Most Significant Part Of The Contracts Overall Environmental Impact. For Example, A Diesel Vehicle With Emissions Of Around 200 G Co₂/Km And An Annual Mileage Of 40,000 Km Will Generate Approx. 8 Tonnes Of Co₂ Per Year. Hydrogen And Battery-Electric Vehicles Have Zero Direct Emissions In The Operating Phase, While Biogas Vehicles In A Life-Cycle Perspective Produce Very Low, And In Some Cases Net Negative, Co₂-Equivalent Emissions. The Requirement Thus Results In A Significant And Documentable Reduction In Overall Emissions Over The Lifetime Of The Contract. The Client Has Considered Using Climate And Environment Only As An Award Criterion. However, Such A Model Would Only Give A Relative Ranking Between The Offers, Without Ensuring That The Delivery Is Actually Low Or Zero Emission Based. If Price Or Other Criteria Are Weighted Higher, Fossil-Based Solutions Can Still Win The Competition. Furthermore, Evaluation Of Environmental Performance Entails Methodological Challenges Related To Documentation, Calculation Assumptions (For Example Well-To-Wheel Vs. Tank-To-Wheel), Control And Verifiability, Which Can Increase The Risk Of Doubt. Minimum Requirements Reduce This Risk By Setting A Clear And Objective Level For Acceptable Environmental Performance. The Claim Is Factually Justified, Proportionate And Linked To The Delivery. The Market Can Deliver Sufficient Competition Within The Established Framework. The Assessments That Appear Above Document The Environmental, Technical And Legal Considerations That Form The Basis Of The Choice Of Requirements, And Fulfill The Clients Obligation To Provide Reasons According To Section 5B Of The Procurement Act.
