His Request For Bids (Rfb) Is An Invitation To Prospective Bidders To Submit Bids For The Provision Of Research And Evaluation Of Risk Assessment Tools And/Or Programs For Justice Involved Individuals As Further Described In Section 2.3 Deliverables (The “Deliverables”). The Objective Of This Rfb Is To Establish A Ministry-Specific Vendor Of Record (Vor) Arrangement For Research And Evaluation Of Risk Assessment Tools And/Or Programs For Justice Involved Individuals As Further Described In The Rfb. The Vendor’S Personnel Engaged In The Performance Of The Deliverables Under A Statement Of Work Must Include A Minimum Of One (1) Lead Evaluator. Lead Evaluator(S) Must Hold One (1) Of The Following: • A Master’S Degree In The Field Of Psychology, Criminology, Data Science, And Or Related Fields And Experience Leading At Least Three (3) Evaluation Projects/Studies Or • A Doctoral Degree In The Field Of Psychology, Criminology, Data Science, And Or Related Fields And Experience Leading At Least Three (3) Evaluation Projects/Studies. Refer To Part 3 Deliverables Section 2.17 For Further Details On Qualifications Of Vendor’S Organization And Vendor’S Personnel. Scope Of Work The Ministry Aims To Establish A Vor With Vendor(S) With Technical Expertise In Research, Statistics, And Evaluation To Conduct Evaluation Studies Of Risk Assessment Tools And/Or Programming For Justice Involved Individuals For The Ministry Of The Solicitor General In Ontario. Over The Term Of The Agreement The Ministry May Task The Vendor(S) To Complete An Evaluation On One (1) Or More Focus Areas. The Vendor(S) May Undertake The Work Using Academic, Research, Statistical, And Operational Expertise To Ensure Broad And Appropriate Subject Matter Expertise Is Available To Facilitate And Complete The Evaluation. The Evaluation May Require Developing Evaluation Plans, Analyzing Datasets, Stakeholder Engagement, Preparing Written Reports With Operationally Feasible Recommendations, And Citing Evidence-Based Research.
