Tenders are invited for Production of Media and Advocacy Products for the Khairna Bi Edeina Public Procurement and Decent Work Campaigns In partnership with Oxfam, PFU is implementing the DGD-funded programme Women, youth and other SSPs increase benefits in the fresh vegetable value chain as change agents. The programme is implemented jointly by the Palestinian Agricultural Relief Committee (PARC), the Rural Women Development Society (RWDS), and PFU, with the aim of contributing to a more inclusive, fair, and sustainable fresh vegetable value chain. As part of the programme, PFU established a Multi-Stakeholder Coalition to bring together relevant actors and strengthen collective advocacy around issues affecting farmers and the agricultural sector. The Coalition provides a platform for evidence-based advocacy, stakeholder engagement, and policy dialogue aimed at addressing practical challenges within the fresh vegetable value chain. Campaign Context: Strengthening Local Agricultural Markets Through Government Public Procurement Khairna Bi Edeina The Khairna Bi Edeina campaign, led by the Multi-Stakeholder Coalition with support and facilitation from PFU, seeks to strengthen farmers access to institutional markets by advocating for the effective implementation of existing legal and regulatory provisions that give priority to purchasing agricultural products from Palestinian farmers and local producers through public procurement. The campaign is informed by a study assessing local agricultural production against government procurement needs. The study highlights opportunities to better align government purchasing with available local production and agricultural seasons and proposes practical mechanisms to strengthen farmers participation in public procurement, including improved procurement planning, sourcing and payment mechanisms, and approaches for aggregating farmers products. Through evidence-based advocacy and dialogue with relevant government and agricultural stakeholders, the campaign aims to translate the existing legal priority into practical procurement mechanisms that increase government purchasing from Palestinian farmers and create more stable market opportunities for local agricultural production. Campaign Context: Decent Work Campaign The Decent Work Campaign is jointly implemented by PARC, RWDS, and PFU in partnership with Oxfam and in cooperation with the Palestinian Ministry of Labour under the DGD-funded programme. It aims to raise awareness among workers and employers, particularly within the agricultural enterprises targeted by the programme, about their rights and responsibilities and to promote safer, fairer, and more decent working conditions in the agricultural sector. The campaign focuses on decent work principles, occupational safety and health, gender equality, and improved working conditions. It combines awareness raising, needs assessment, capacity building, and practical support, including a central workshop on workers and employers rights under Palestinian labour law, field visits by the Ministry of Labour to assess occupational safety and health needs, and relevant training and safety support based on identified needs. The campaign also includes a communication component to extend its messages to workers, farmers, agricultural employers, and the wider public. Under this TOR, this component will include a television episode and radio interviews or awareness messages on decent work, workers and employers rights and responsibilities, and occupational safety and health. OBJECTIVE OF THE ASSIGNMENT The overall objective of the assignment is to produce clear, accessible, and engaging media products that support the advocacy objectives of both the Khairna Bi Edeina Public Procurement Campaign and the Decent Work Campaign. Specifically, the media products should: Present evidence and stakeholder perspectives on public procurement, including the opportunities for better alignment between local agricultural production and government demand; Support advocacy for the effective implementation of the legal priority given to purchasing from Palestinian farmers and practical mechanisms that strengthen farmers access to institutional markets; and Raise awareness of decent work in the agricultural sector, including workers and employers rights and responsibilities, occupational safety and health, gender equality, and improved working conditions. SCOPE OF WORK The selected service provider will coordinate with PFU and the relevant campaign stakeholders to develop and produce the following media products: 4.1 Animated Infographic Video Produce one animated infographic video of approximately 2 minutes presenting the key evidence and advocacy messages of the Khairna Bi Edeina campaign. The video should: Present selected figures comparing local agricultural production with government procurement/consumption of key agricultural products; Illustrate the production seasons of selected vegetables and the importance of aligning government purchasing with the availability of local production Communicate the campaigns key message on implementing the legal priority for purchasing from Palestinian farmers and the proposed mechanisms for strengthening their participation in public procurement. The service provider will develop the concept, script, storyboard, graphics, animation, and final edited video based on the study and campaign messages provided and approved by the Multi-Stakeholder Coalition.
