The Subject Of The Performance Of This Public Contract Is The Performance Of The Technical Supervision Of The Builder (Hereinafter Referred To As Tds) And The Activities Of The Safety And Health Protection Coordinator At Work On The Construction Site (Hereinafter Referred To As The Osh Coordinator) During The Implementation Of The Construction Contract V 00919A - Reconstruction Of Heat Pipes At Sídliště In Moravské Krumlov. The Construction Will Be Carried Out According To The Project Documentation Reconstruction Of Heat Pipes At The Headquarters In Moravské Krumlov Prepared By The Company Energotechnické Služby S.R.O., Ičo: 04139348, With Registered Office At Durďákova 38, 613 00 Brno, Chief Designer Ing. Marína Hrozinová, Authorization In The Field Of Construction Technological Equipment, Čkait Authorization Number 1006618 (Hereinafter Referred To As Project Documentation), And According To The Contract For The Work Concluded With The Construction Contractor. The Scope Of Services Is Further Defined In The Binding Draft Of The Mandate Contract, Which Forms Appendix No. 3 Of This Tender Documentation.The Performance Of Tds Includes In Particular:A) Familiarization With The Project Documentation, The Terms Of Reference And The Contract For The Work With The Construction Contractor;B) Participation In The Handover And Takeover Of The Construction Site And Control Of Entries In The Construction Diary;C) Continuous Control Of The Quality, Scope And Compliance Of The Work Performed With Project Documentation, The Contract For The Work, Legal Regulations And Technical Standards And The Exercise Of Control Authorizations Of The Clients Representative In Technical Matters Agreed In The Contract For The Work;D) Inspection Of Excavations, Bed And Backfill Of Pipelines, Pipe Connections, Insulation, Fittings, Covered Constructions And Other Technologically Important Parts Of The Construction, Including Inspections Carried Out On The Basis Of Calls From The Contractor Within The Deadlines Agreed In The Contract For The Work;E) Control Of The Performance Of Prescribed Tests, Especially Pressure Tests, Compaction Tests And Other Tests Required By Project Documentation Or Legal Regulations;F) Control Of Keeping A Construction Diary And Taking Continuous Photo Documentation, Especially Before Covering The Inspected Parts;G) Participation In Construction Inspection Days, Control Of The Schedule, Budget, Invoicing, Including Its Compliance With The Payment Conditions Of The Work Contract, Change Sheets And Documents For Possible Changes To The Commitment From The Work Contract;H) Immediately Informing The Contracting Authority About Detected Defects, Risks, Delays, Unauthorized Deviations And Other Facts Important For The Proper Implementation Of The Construction;I) Cooperation During The Acceptance Procedure, Inspection Of The Removal Of Defects And Unfinished Works, Inspection Of The Documentation Of The Actual Execution And Other Documents Handed Over By The Contractor;J) Cooperation With The Contracting Authority In Documenting The Progress Of Project Implementation By Subsidy Providers To The Extent Related To Tds Activities, Including Monitoring The Fulfillment Of Relevant Dnsh Requirements And The Contractors Related Documentation.The Activities Of The Osh Coordinator Mainly Include:K) Performing The Activities Of The Osh Coordinator Within The Scope Of Act No. 309/2006 Coll., Implementing Regulations And The Osh Plan;L) Coordination Of The Cooperation Of Contractors And Other Persons On The Construction Site When Taking Measures To Ensure Safety And Health Protection At Work;M) Control Of Construction Site Security And Compliance With Health And Safety Requirements, Especially During Excavation Work, Work Near Engineering Networks, Welding, Handling Loads And Other Risky Activities;N) Participation In Inspection Days As Required By The Construction, Drawing Attention To Identified Deficiencies And Checking Their Removal;O) Keeping A Written Record Of Identified Deficiencies And Obtaining Adequate Photo Documentation;P) Updating The Health And Safety Plan, If Required By The Development Of The Construction, And Demonstrable Familiarization Of The Persons Concerned With The Relevant Changes;Q) Immediately Informing The Contracting Authority Of Serious Security Risks Or Unremedied Deficiencies.Technical Supervision Of The Builder Must Be Carried Out By A Natural Person Authorized Under Act No. 360/1992 Coll., In Accordance With § 161 Paragraph 2 Of Act No. 283/2021 Coll., Building Act. The Activity Of The Osh Coordinator Must Be Performed By A Professionally Qualified Natural Person Meeting The Requirements Of Act No. 309/2006 Coll.The Person Performing Tds Must Be Independent Of The Contractor. The Osh Coordinator May Not Be The Construction Contractor, His Employee Or A Natural Person Who Professionally Leads The Implementation Of The Construction. Neither Tds Nor The Osh Coordinator Are Authorized To Approve An Increase In The Price Of The Work, An Extension Of The Performance Date Or Any Other Change To The Work Contract With The Construction Contractor Without Prior Written Authorization From The Client.The Documents Of The Construction Contract, In Particular The Project Documentation, The Tender Documentation And The Contract For The Work, Serve As A Binding Document For The Performance Of The Requested Services. During The Performance Of Tds And The Osh Coordinator, The Contractor Is Obliged To Check The Fulfillment Of The Construction Contractors Obligations Arising From These Documents To The Extent Corresponding To His Activity.
