As The System Operator, The Contractor Assumes Responsibility For The Safe Operation And Condition Of The Street Lighting Network. As The Owner Of The Facility, The City Of Papenburg Is Responsible For Traffic Safety. The Contractor Must Support The City By Providing And Carrying Out Appropriate Control Services So That The City Of Papenburg Can Meet Its Traffic Safety Obligations. The Contractor Must Also Inform The System Owner Whether There Is A Condition In The System That Suggests That The City Of Papenburg Is No Longer Fulfilling Its Traffic Safety Obligations.
