The Contracting Authority/Does Not Impose A Specific Technology, Construction Method Or Treatment/Disposal Procedure On Site. Bidders Can Propose Any Technical Solution (In-Situ Treatment With Their Own Facilities, Transport And Disposal In Authorized External Treatment Plants, Etc.), Provided That It Is Fully Legal And Guarantees The Complete And Safe Disposal Of The Volumes Of Leachate Entered Through The Meter. Mandatory Performance Indicators (Result Requirements) Regardless Of The Chosen Solution, The Bidder Assumes Full Responsibility For The Final Effluent (Resulting Or Discharged Water) To Fall Strictly Within The Legal Limits Imposed By The Environmental Legislation In Romania: • In The Case Of Discharge Into Natural Emissaries (Soil/River): The Qualitative Parameters Of The Discharged Water Must Fully Comply With Normative Ntpa-001. • Secondary Waste Management: If The Proposed Technology Generates Concentrated By-Products Or Dangerous Sludge, The Bidder Is Directly Responsible For Their Collection, Transport And Final Disposal At Authorized Operators, According To The Legislation On The Waste Regime. The Transport From The Place Of Collection To The Final Destination Will Be Carried Out In Strict Compliance With Hygiene And Security Rules, In Order To Protect The Staff And The Population And In Accordance With The Provisions Of H.G. No. 1.061/2008 Regarding The Transportation Of Hazardous And Non-Hazardous Waste On The Territory Of Romania. The Estimated Value Per M3 Leached Was Determined As Follows: 4,692,386 Lei, (Without Vat): 35 M3 Leached/Day X 365 Days X 367.31 Lei/M3 Of Leachate Entered Into The Treatment Process With All Related Costs, Including For Collection-Transport-Disposal Of The Leachate/Concentrate.
