Expression of Interest for Supplier Registration and Market Survey: IT Equipment and Mobile Devices Closing Date: Friday, 16. Oct 2026 Intervention Sector(s): Science & Technology 1. About CARECooperative for Assistance and Relief Everywhere CARE is a leading relief and development non-governmental organization fighting global poverty. CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CAREs key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over half a million beneficiaries. In Lebanon, CAREs program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon. CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members. 2. Purpose of this CallCARE is inviting interested and qualified suppliers to express their interest in being registered in our supplier database for the supply and delivery of IT equipment and mobile devices, including after-sales support. Important: This is a market survey and supplier registration exercise only. There is no purchase planned at this time, and this call is not a tender, a request for quotation or an offer of contract. Registration does not guarantee any order or contract. Registered suppliers may be invited to participate in future competitive procurement processes (RFQ/ITT) when a need arises. 3. Categories of Goods and Services Suppliers may apply for one or more of the following categories: Laptops Mobile phones and smartphones Tablets Screens (monitors) Accessories: keyboards; mouse, or keyboard and mouse sets; laptop chargers; phone chargers; headphones (wired and wireless); HDMI cables; USB flash drives; external hard disks (different storage capacities); laptop bags; Warranty, repair and after-sales support services Other IT equipment (please specify) 4. Eligibility and Minimum RequirementsTo be considered, suppliers must: Be a legally registered company in Lebanon with a valid commercial registration and tax registration. Have a minimum of 2 years of experience supplying IT equipment. Be an authorized reseller or distributor of the brands offered and provide a manufacturer authorization letter or equivalent proof. Provide at least 2 references from NGOs, UN agencies. Supply only new, original and genuine products with valid manufacturer warranty. Have the capacity to deliver across lebanon and provide local warranty and repair support. Not be listed on any applicable sanctions list or be excluded from donor-funded procurement. Accept CILs Code of Conduct, including the principles on anti-fraud, anti-corruption, protection from sexual exploitation and abuse (PSEA), and child safeguarding. Accept CILs payment terms: payment is made within 15 working days after receipt of the goods, by bank wire transfer to a bank account inside or outside Lebanon. The beneficiary of the account must be identical to the companys registered legal name. Payments to third parties, personal accounts, cash, or cheques will not be made. 5. Documents to Submit Completed Supplier Information Form (Annex A). Signed Supplier Declaration (Annex B). Copy of commercial registration and tax registration certificates. Manufacturer authorization letters or reseller certificates for the brands offered. Company profile and/or product catalogue. Indicative price list for the reference items in Annex A, Section 5 (non-binding). Bank reference letter or latest financial statements (if requested in Annex A). Reference letters or contracts from previous INGOs or UN Entities. 6. Evaluation and Registration Process Submissions will be reviewed by a committee on two stages: Stage 1: Compliance check (pass/fail). Completeness of the submission, legal registration, manufacturer authorization, references and declarations. Stage 2: Capacity assessment. Product range, delivery capacity, warranty and after-sales support, financial standing and experience. Acceptance of the payment terms in Section 4 is a mandatory requirement. Suppliers that do not accept them, or that request advance payment, different payment terms or a beneficiary other than the registered company name, will be considered non-compliant and will not be registered. Suppliers that meet the requirements will be added to the list of pre-qualified suppliers. CARE reserves the right to verify any information provided, including through reference checks and site visits, and to update the supplier list periodically. 7. General Conditions Participation is free of charge. Each supplier bears all costs related to preparing and submitting its response. CARE is not obliged to register with any supplier and may amend or cancel this call at any time without liability. Indicative prices provided are for market information only and are not binding on either party. All information received will be treated as confidential and used only for procurement purposes. Any attempt to influence the process, offer gifts or hospitality, or engage in fraudulent or corrupt practices will result in disqualification and may be reported to relevant authorities and donors.
