Work Detail
Expression of Interest for Heating Sector Decarbonization Strategy for Ulaanbaatar. 1. Background and Context Ulaanbaatar (UB) is one of the worlds coldest capital cities, with heating demands among the most extreme globally. The citys centralized heating system relies on five aging, Soviet-era coal-fired Combined Heat and Power (CHP) plants (CHP-2, 3, 4, and others) that are highly inefficient and incur mounting maintenance costs. Approximately 60% of UBs population lives in informal ger areas, where households rely on individual coal stoves for heating. The resulting air pollution has created a severe public health crisis, with coal-related impacts linked to 1 in 10 deaths in urban Mongolia. The World Bank has been engaged in UBs heating sector for over a decade. The present Programmatic Advisory Service and Analytics (PASA), Accelerating Mongolias Green Energy Transformation (P514343) builds directly on the analytical and investment groundwork established through an ongoing Bank-financed operation Ulaanbaatar Heating Sector Improvement Project (UBHSIP), extending its scope to encompass a long-term decarbonization strategy, clean technology options for ger areas, and alignment with Mongolias climate commitments. In the immediate short term, UBs centralized district heating (DH) system faces acute supply shortfalls that require urgent bridging solutions. Liquefied petroleum gas (LPG) boilers have been identified as one potential near-term option. However, a range of clean alternatives must be rigorously assessed before any recommendation is made. The assignment must provide a careful, evidence-based comparative analysis of all alternatives, with detailed explanation of the technical, economic, and logistical constraints that inform this conclusion. This assignment is part of the World Banks Accelerating Mongolias Green Energy Transformation PASA (P514343), supporting Components 2 (Greening the Power Grid and Heating Network) and 3 (Inclusive Energy Services for Access and Equity). 2. Objectives The assignment has three primary objectives, corresponding to three interconnected outputs of PASA: Output 2.1: Develop a comprehensive decarbonization strategy for UBs centralized district heating sector, incorporating NDC alignment, stranded asset risk assessment, and long-term DH reform recommendations. Output 3.3: Identify and compare viable clean heating options for decentralized systems in ger areas, including biomass, waste heat recovery, LPG and dual-fuel options, heat pumps, solar thermal, and improved stoves. Output 3.4: Conduct technical and socioeconomic analyses supporting both Output 2.1 and Output 3.3, including engineering assessments, affordability analysis, health co-benefits, and gender-disaggregated impact analysis.
