Tenders are invited for Construction of New Administration Block, School of Education and Language Block, Students Centre Block, Staff Apartment Blocks and Sports Facilities of the State University of Zanzibar (Suza) at Tunguu, Unguja - Zanzibar The Government of the United Republic of Tanzania represented by the Revolutionary Government of Zanzibar under the State University of Zanzibar has received a loan from the Arab Bank for Economic Development in Africa (BADEA) towards the cost of THE EXPANSION OF THE STATE UNIVERSITY OF ZANZIBAR PROJECT, and intends to apply the proceeds of this loan to finance the proposed construction of New Administration Block, Students centre, School of Education and Languages Block, Staff Quarter Blocks and Sports Facilities 2. The State University of Zanzibar now invites sealed bids from the eligible and qualified bidders (Building Contractors Class One) for carrying out the Construction and Completion of Buildings. The works must be completed within eighteen (18) months. Table 1: Estimated Quantities for Major Items of Works 3. Bidding will be conducted through Competitive Bidding restricted only to Arab, African or Arab African contractors in accordance with the procedures specified in the Guidelines for the Procurement of Goods and Contracting for the execution of Works by BADEA and Coordination Group (2001) and Public Procurement Act No. 2 of 2025. 4. Qualifications requirements include: (1) General Construction Experience: Experience in construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2016. (2) Specific Construction & Contract Management Experience: Experience as a prime contractor in the construction of at least three (3) works of similar nature and complexity in the last ten (10) years each with a minimum value of US$ 3 million or one contract with minimum value of US$ 9 million or its equivalent; (ii) Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 10 million or its equivalent in other currency (s); (iii) minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 2.5 million or its equivalent in other currency. Regarding Award Criteria, the Employer will aggregate minimum requirements as specified under items 3.1, 3.2, 4.2(a) and 4.2(b) of Section III (Evaluation and Qualification Criteria). 5. A complete set of the bidding documents (in English) is available to interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Tanzanian Shillings Three Hundred Fifty Thousand Only (TZS 350,000.00) or its equivalent in freely convertible currency. The method of payment will be by Bank through the control number by requesting it from this email [email protected]. N.B: The bidding documents will be issued to the bidders in hardcopy collected at the SUZA PMU office Room No. TR-05-PDMU TRANSLED Building, Tunguu Campus. 6. Requests for clarification shall be submitted to Project Implementation Unit via email [email protected]. Replies to clarifications requested by bidders will be emailed directly to all bidders. 7. The site visit and Pre-Bid meetings shall take place as per below schedule; 8. Bidders are encouraged to attend these pre-bid as per above schedule followed by field visits. The minutes of the pre-bid meeting will be shared with all bidders. The costs of attending the pre-bid meeting and site visit will be borne by the bidders. 9. All bids must be accompanied by a "Bid Security" of Unconditional Bank Guarantee (on the format provided in the bidding document) amounting to Tanzanian Shillings (TZS) Four Hundred Million (TZS: 400,000,000.00) or equivalent in any freely convertible currency in favor of Vice Chancellor, State University of Zanzibar, P.O. BOX 146 Zanzibar. The Bid Security shall be clearly addressed to the Vice Chancellor, State University of Zanzibar (SUZA), P.O. BOX 146 Zanzibar Tanzania and shall be valid for twenty-eight (28) calendar days beyond the bid validity period. i.e. 148 calendar days after the bids submission deadline. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidders beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
