Background ASSABIL Association Culture for All is a Lebanese non-profit organization working to promote access to culture, reading, knowledge, and lifelong learning, particularly through public libraries and community-based cultural initiatives. Within the framework of the project Libraries for Peace: Building Bridges through Culture and Dialogue, ASSABIL seeks to strengthen public libraries as inclusive and neutral civic spaces where children, youth, and adults from diverse backgrounds can meet, learn, express themselves, and engage in constructive dialogue. The project promotes cultural and educational activities that contribute to empathy, mutual understanding, peaceful coexistence, and social cohesion. As part of the projects activities targeting young people, the project foresees the online publication of the SAWA quarterly peace-themed periodical, integrating youth writings, drawings, and comics. ASSABIL has already published four issues of SAWA magazine, a publication for young people that combines general information, discovery of the Arabic language, games, cultural content, and entertainment. SAWA seeks to encourage young people aged 11 to 14 years to discover and engage with the Arabic language in a simple, accessible, and entertaining way. The paper version is distributed free of charge in public libraries and schools in Beirut. The four existing issues are currently available in PDF format. ASSABIL now intends to transform SAWA into an engaging and interactive online magazine, moving beyond the simple display of PDF files and taking advantage of digital tools to create a richer experience for young readers. ASSABIL is therefore seeking to recruit a qualified digital agency to undertake the complete visual design, UX/UI design, technical development, content adaptation, testing, and launch of the interactive SAWA online platform. 2. Objective of the Assignment The overall objective of the assignment is to transform SAWA from a print/PDF publication into an interactive digital magazine and learning experience that encourages young people to discover, read, and use the Arabic language in a creative and entertaining manner. The platform should preserve the spirit and identity of SAWA while adapting its content and visual language to an interactive digital environment. The assignment should also establish a sustainable technical structure enabling ASSABILs team to publish future issues and update content without requiring advanced technical expertise or continuous dependence on the selected agency. 3. Target Audience The primary target audience of the SAWA interactive platform is young people aged 1114, particularly users of public libraries and students in schools. The design and functionality of the platform must therefore be specifically adapted to young users, with particular attention to: Simple and intuitive navigation; Attractive and age-appropriate visual design; High-quality presentation and readability of Arabic content; Interactive and entertaining learning experiences; Accessibility and ease of use; Compatibility with smartphones, tablets, and computers; and Inclusive representation of different social and cultural backgrounds. The broader project promotes inclusion, diversity, respectful communication, and equal participation, principles that should also be reflected in the digital environment. 4. Scope of Work The selected digital agency will work closely with ASSABILs project and editorial teams and will be responsible for the complete visual and technical development of the interactive SAWA platform. The scope of work will include: Reviewing the four existing SAWA PDF issues, including their editorial structure, visual identity, illustrations, typography, games, activities, and content categories; Consulting with ASSABIL to define the digital concept, platform architecture, and user journey; Developing the overall visual concept and creative direction for the digital version of SAWA; Designing the complete visual interface and graphic elements required for the platform; Developing an Arabic-first and right-to-left (RTL) UX/UI; Adapting and redesigning existing magazine content where necessary for interactive digital use; Digitally integrating the four existing SAWA issues; Transforming relevant games, exercises, and activities from static content into interactive experiences; Developing or integrating additional interactive functionalities as agreed with ASSABIL; Creating reusable visual and interactive templates for future SAWA issues; Developing a user-friendly Content Management System (CMS); Ensuring responsive design across computers, tablets, and smartphones; Conducting technical, usability, and compatibility testing; Deploying and launching the final platform; Training designated ASSABIL staff on platform administration and content management; and Providing complete technical documentation and handover. The objective is not merely to reproduce the existing PDF issues through an online PDF reader or page-turning interface, but to transform their content into a genuine interactive digital experience. 5. Visual Design and Creative Direction The selected digital agency will be fully responsible for the visual design and creative direction of the digital SAWA magazine/platform. ASSABIL will provide the existing SAWA issues, available illustrations, logos, editorial materials, and relevant visual references. Based on these materials, the agency will develop a coherent digital visual identity that maintains the recognizable spirit and character of SAWA while adapting it to an engaging online environment. The agencys visual design responsibilities will include, as required: Overall digital art direction; Page and screen layouts; Arabic typography; Navigation elements and menus; Icons and buttons; Backgrounds and graphic elements; Visual treatment of articles and sections; Interactive game and activity interfaces; Digital adaptation of existing illustrations and visual material; Design of reusable templates for future issues; Responsive adaptation of all designs for different screen sizes; and Other visual assets necessary for a complete and coherent digital experience. The visual approach should be modern, attractive, playful, age-appropriate, culturally relevant, and easy to navigate, while avoiding visual overload. All key visual concepts and designs shall be submitted to ASSABIL for review and approval before full development. 6. Interactive Features The agency is expected to propose creative and technically appropriate interactive solutions based on the content of SAWA and the needs of the target age group. Depending on the content of each issue, interactive elements may include: Quizzes and multiple-choice questions; Word and vocabulary games; Puzzles; Matching activities; Drag-and-drop exercises; Clickable illustrations and objects; Interactive comics and stories; Audio narration and/or pronunciation; Embedded audio and video; Interactive educational activities; Immediate feedback and/or simple scoring for games; Downloadable or printable activities; and Other suitable gamification features proposed by the agency. The agency is encouraged to propose additional interactive features that enhance young peoples engagement with Arabic-language content while remaining intuitive and appropriate for the target age group. 7. Technical Requirements The platform should meet the following minimum requirements: Arabic-first and RTL compatible: Full Arabic and right-to-left functionality is essential. Arabic typography and interactive elements must display correctly across devices and browsers. Responsive: The platform must function effectively on desktop computers, tablets, and smartphones. User-friendly: Navigation and interactions should be intuitive and suitable for young users aged 1114. Accessible: The platform should follow recognized good practices for web accessibility, including readable typography, adequate contrast, alternative text for relevant images, and accessible multimedia where applicable. Optimized: Pages, images, multimedia, and interactive activities should be optimized for efficient loading, including under relatively limited internet connectivity. Secure: The platform should follow appropriate web security practices. Scalable: The technical architecture must allow SAWA to expand beyond the initial four issues and accommodate future issues, activities, games, and multimedia content. Maintainable: The solution should use a reliable and sustainable technical architecture that can be maintained and updated after completion of the assignment. 8. Content Management System A user-friendly CMS or equivalent administration interface must be provided so that designated ASSABIL staff can manage the platform without advanced programming knowledge. As far as technically appropriate, the system should allow ASSABIL to: Create and publish new SAWA issues; Add and edit articles and text; Upload and manage images and illustrations; Add audio and video content; Add or duplicate interactive content based on predefined templates; Add downloadable materials; Organize content by issue, section, or category; Update basic platform information; Publish, unpublish, and archive content. The agencys technical proposal should clearly identify which elements can be independently managed by ASSABIL and which, if any, would require specialized technical support. 9.
